<p style=3D"text-align: justify;">In response to an increase in OAG activit=
y in southwestern Dara District, IEA forces have established additional che=
ckpoints along routes leading into Dara District. In the title area, IEA fo=
rces have reportedly closed down all road access in both directions.<br /><=
br />No similar limitations have been reported along the southern route int=
o Dara District from Nejrab District in Kapisa Province, with IEA forces ma=
intaining their previous checkpoints near the border of the provinces. Howe=
ver, road conditions on this route remain highly deteriorated and as a resu=
lt, the Dara-Nejrab route generally sees very low volumes of traffic.<br />=
<br />Access along the main Charikar-Bazarak Highway remains open as of the=
 time of writing. Controls at VCPs along the highway are reported to have s=
lightly increased in thoroughness over the past three days, with checkpoint=
 personnel more frequently checking travellers&rsquo; documents as well as =
the inside of the vehicle cabin. No arrests, incidents of harassment, or ac=
cess restrictions targeting NGO personnel or other motorists have been reco=
rded along the Charikar-Bazarak Highway.</p>

<p style=3D"text-align: justify;">The closing down of access to Dara Distri=
ct follows a notable increase in activity by NRF affiliates, in particular =
in the <a href=3D"https://goo.gl/maps/yGtq2P4YQw5pKfSm7">Keraman</a> and <a=
 href=3D"https://goo.gl/maps/ybruv3So5gAAGCMh6">Pishgaran</a> areas as well=
 as the mountainside surrounding <a href=3D"https://goo.gl/maps/GGVS25p1xvv=
Ww9vB6">Abdullah Khel</a>. Although the intensity of clashes appears to hav=
e somewhat decreased over the past 24 hours, both NRF and IEA members maint=
ain defensive positions in these areas and sporadic, short exchanges of SAF=
 between the two sides continue to be reported.<br /><br />A resurgence of =
larger-scale clashes, which remains a possibility in the short term, may le=
ad to additional access restrictions being imposed for travel into Dara Dis=
trict, as well as other areas affected by OAG activity in the province. Alt=
hough the recent clashes have been largely focused on Dara and, to a lesser=
 degree, parts of Shutul District, a similar increase in OAG activity in ot=
her districts is possible. <br /><br />While OAGs are believed to operate l=
argely autonomously within their respective areas of operations in Panjshir=
, they also maintain high levels of freedom of movement as a result of the =
rugged, mountainous terrain of the province. This may allow them to move re=
sources from Dara District to other areas undetected and shift their focus =
to other districts.<br /><br />At the current time, an expansion of OAG act=
ivity and IEA access restrictions to the main Charikar-Bazarak Highway or t=
he provincial capital is nonetheless assessed as unlikely, given current OA=
G capabilities and the recent surge of IEA reinforcements into Panjshir. Ho=
wever, short-term closures of the highway in response to OAG attacks in the=
 vicinity as well as a further intensification of controls at VCPs still re=
main conceivable and may pose a risk to NGO travel (see also AFGHANISTAN/CE=
NTRAL/R/19012022/#001). Other potential IEA response measures to increased =
OAG activity, such as search operations targeting suspected OAG members in =
population centres, can also pose a distinct collateral risk to NGO personn=
el.</p>

<p>NGOs are strongly advised to review any existing movement plans into Dar=
a District. In case of essential road movements into Dara District, NGOs sh=
ould closely coordinate with IEA officials on the provincial, district, and=
 local level to ensure movements are authorised, including those which had =
previously been approved by the authorities.<br /><br />Where possible, roa=
d movements should be conducted by individuals who have recently travelled =
along the route and are familiar with established IEA checkpoints. Drivers =
familiar with the route should take note of visible indicators of a heighte=
ned security posture (new temporary checkpoints, additional patrols, intens=
ified controls etc.), reduce vehicle speed, and anticipate increased scruti=
ny from IEA forces at checkpoints in the area.<br /><br />Movements to and =
from vehicle and pedestrian checkpoints should always be conducted in a slo=
w, controlled manner in order to avoid raising suspicions among IEA members=
 manning the checkpoint. Drivers should be aware that stopping orders may n=
ot be sufficiently visible and when in doubt, should further slow down the =
vehicle and possibly seek verbal clarification from checkpoint personnel, i=
f safe to do so. Drivers should be reminded that IEA members manning checkp=
oints may not wear uniforms or other clear insignia and should pay close at=
tention to men, visibly armed or not, standing by the roadside who appear t=
o scrutinise and direct traffic.<br /><br />NGOs should ensure all relevant=
 documents, such as personal identification cards, permission letters, and =
other supporting documents are available in all vehicles and staff members =
are able to clearly communicate the origin, destination, and purpose of the=
 journey to checkpoint personnel.</p>
