Greetings

Reference to our meeting on IERT for cholera and AWD, this is to update =
you about the progress made on work plan and few serious concerns which =
have not been reflected in the proposal and may negatively affect =
project implementation:

1.       To finalize the work plan, a project proposal is needed, while =
only a copy of the contract is shared with us. We still believe more =
measurable inputs from the proposal can make it further realistic.

2.       Have the following issues been discussed before or in the =
process of composing the proposal and signing contracts:

1.       5 deliverables out 12 is directly related to provincial wash =
cluster and since this project is an integrated emergency response, one =
wash officer who is an engineer is mandatory as a member of each mobile =
team. Who will function as Wash officer? Wash programs should address =
community sanitation, water source, hygiene, latrines and many other =
issues related to WASH system?

Without a wash officer, the efficacy is under question almost =
impossible.

2.       None of these indicators are already available in the HMIS =
system. How will be data verified, for example, more than 80% of people =
will have access to safe drinking water, more than 80% of people will =
have access to hygiene, more than 80% will have access to sanitation =
facilities or 218194 people will have access to standard WASH services.

3.       What is the definition of a cholera treatment center (CTC) as =
per JACK agreement with UNICEF? Is it just an equipped room with beds =
and other facilities inside a DH? If yes/no, then what has been agreed =
about the content of the CTC?=20

4. We don't have BPHS clinics inside Kabul city and Bagrami district =
where 76% of cholera cases were reported last year. How can we establish =
mobile teams in Kabul city? Do we hire new staff? Which is against the =
nature of IERT as we were told before. or  we use mobile teams from =
other districts.=20

We appreciate having clarification for these questions ; which will ease =
our journey towards implementation.
