mri Road was closed for all traffic due to flash floods. The road remained =
closed at the time of writing.<br /><br /></div>
<div style=3D"text-align: justify;">On 13 April, the Fayzabad-Taloqan Road =
was closed between Arbab Sarwar and Sabzi Bahar areas as a result of heavy =
rainfall. The road was closed to all civilian vehicles for two days.<br /><=
br /></div>
<div style=3D"text-align: justify;">On 27 March, the IEA security forces an=
d the Traffic Police closed the Charikar-Pul-e Khumri Highway in Gazagel ar=
ea due to heavy traffic. The situation was generated by the decision to tem=
porarily ban heavy trucks and freight carriers from using the Salang Pass. =
The deterioration of the asphalt layer due to snow and the effects of freez=
e-thaw phenomenon led to this measure being implemented. Previously, on 16 =
March, the Charikar- Pul-e Khumri Highway had been blocked from Gazagel are=
a to Doshi area due to the systematic stopping of trucks by the Traffic Pol=
ice for fear of blocking the Salang Pass following two days of snow meltdow=
n. Local reports had indicated that the IEA authorities had limited the num=
ber of trucks allowed to cross the Salang Tunnel daily.<br /><br /></div>
<div style=3D"text-align: justify;">On 11 March, the Sheghnan Road in Ghara=
n, Zich, and Darmarakh areas was closed due to successive avalanches. The r=
oad connects Sheghnan, Nusai, and Maimai districts to Fayzabad City. Furthe=
rmore, the main roads in Kohistan, Yawan, and Raghistan districts require i=
mmediate repairs due to heavy rainfall and snowfall, most segments of the r=
oad being crossed only by utility vehicles.</div>								</div>

								<div style=3D"text-align: justify;">Travel time is expected to incr=
ease for the motorists using the Parwan-Baghlan Highway. Following heavy ra=
infall, the areas of the Baghlan Highway that are covered by water increase=
d in number and size. In most cases, the IEA does not have the capacity to =
manage such situations, and the motorists have to wait for the weather to i=
mprove and the water to subside. Given the frequency of such incidents, the=
 road movements on the most important road connecting the Central and North=
eastern regions of Afghanistan will see increased travel times or even road=
 closures for unknown periods of time.<br /><br /></div>
<div style=3D"text-align: justify;">The general condition of roadways in Ba=
ghlan province continues to worsen. While all roads remain open to civilian=
 traffic, the highway to Andarab District remains vulnerable in case of hea=
vy rain and avalanches. Furthermore, main roads in Tala Wa Barfak, Khost, G=
uzar Gah-e Noor, Burka, Nahrin, Khenjan districts are vulnerable to landsli=
des, dislocation of large rocks from mountainous areas, and flash floods. S=
imilar incidents have been reported in the past in the above-mentioned area=
s.<br /><br /></div>
<div style=3D"text-align: justify;">While from Pul-e Khumri City up to Gola=
-e Panj of North Salang area the road is asphalted, the remaining areas of =
Salang highway are in serious need of repair. The work to repair and asphal=
t the highway did not start, and the local IEA officials have yet to announ=
ce a schedule for such a project. The highway in Khost, Nahrin, Guzargah-e =
Noor, and Burka district also need to be repaired; however, with limited re=
sources, the local IEA authorities are likely to prioritise other projects =
for the time being resulting in continued risk of hindering access for huma=
nitarian organisations and civilians alike.<br /><br /></div>
<div style=3D"text-align: justify;">Infrastructure maintenance management u=
nder the current government is likely to result in access issues for NGOs a=
nd civilians. According to local reports, the district-level Department of =
Public Projects does not own any machines to employ and clear the road, dep=
ending on the availability of local contractors. Several snow clearing oper=
ations were postponed either due to a lack of available funds at the local =
administration level or the lack of time of local contractors whose service=
s were required in the neighbouring districts. The avalanches severed the m=
ain routes of supply between Shighnan, Maimai, and Shukai districts leading=
 to a sharp rise in prices of most commodities and goods increasing the lik=
elihood of potential demonstrations of the residents due to costs that add =
to the already strained situation caused by the expenses specific to the co=
ld season and a protracted economic crisis. Lacking the capability to secur=
e something as basic as the freedom of movement is likely to further deepen=
 the gap between the IEA and an already disgruntled local population. The I=
EA&rsquo;s failure to facilitate access for the only entities, the NGOs, th=
at have the capacity to meet the basic needs of the affected populace might=
 worsen the situation for the local administration.</div>								</div>

o ask their security managers for updated information prior to road movemen=
ts, especially when travelling in areas historically affected by natural ph=
enomena.<br /><br /></div>
<div style=3D"text-align: justify;">NGO drivers should equip their vehicles=
 with water, food, and medical supplies when travelling to areas susceptibl=
e to being affected by sudden weather changes that might result in road clo=
sures or extended travel time.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs operating in areas that have previ=
ously witnessed weather-related access issues should start contingency plan=
ning so that their staff, operations, and beneficiaries are not affected by=
 the lack of supplies or spikes in materials' prices at the local providers=
' deposits.</div>								</div>
