ls a renewed effort of the IEA in Samangan to explore ways in which the ove=
rsight of NGO staff and operations can be increased. At the time of writing=
, however, several indications suggested that the request will be modified =
or not fully enforced by the IEA, and it likely carries the potential of cr=
eating operational challenges for NGOs only if the response to the request =
is not coordinated among individual organisations.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs that participated in the meeting r=
emained uncertain about the validity of the request, as they informally rec=
eived several conflicting instructions on the information that should be pr=
ovided. During the meeting on 19 April, NGOs were requested to fill in all =
the sensitive information listed above, but after one organisation noted th=
at such a request contradicts the NGO law and humanitarian principles, the =
Provincial Governor reportedly stated that the salary and contract duration=
 do not need to be mentioned in the new staff list. No other exceptions wer=
e granted with regards to the remaining items such as personal phone number=
 or a copy of the national ID card. In the days following the meeting, howe=
ver, NGO sources reported that after bilaterally contacting the Department =
of Economy (DoE) about the expanded staff list request, the DoE officials s=
aid that NGOs were only asked to provide as much information as their inter=
nal policies allowed them to. At the time of writing, the request has also =
not yet been delivered to NGOs in a formal stamped form, and many NGOs were=
 therefore waiting for such a document to clarify the modalities of the req=
uest before deciding on their reaction.<br /><br /></div>
<div style=3D"text-align: justify;">Over the past months in Samangan, NGOs =
reported having a positive relationship with IEA's provincial officials, wh=
o have shown only rare attempts to get involved with NGOs&rsquo; operations=
 in a way that may be seen as contrary to humanitarian principles. The last=
 such exchange was recorded on 02 February when the Director of DoE request=
ed the NGOs to submit distribution plans and beneficiary lists for a review=
 by his office. After a brief exchange in which the NGOs explained the logi=
stical difficulty and the potential breach of humanitarian principles that =
complying with such a request would result in, the Director backtracked on =
the decision and allowed NGOs to operate as before. In a similar manner, it=
 appears that the request from 19 April to provide expanded staff lists wil=
l not be fully enforced, but it still represents the first attempt of the I=
EA in the Northern Region to record the salaries and personal information o=
f NGO staff.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs&rsquo; reaction to this request wi=
ll likely determine the extent to which the IEA in Samangan will make furth=
er demands that counter humanitarian principles in the future. In both exch=
anges on 02 February and 19 April, the provincial leadership had shown to b=
e receptive to the NGOs&rsquo; objections evoking humanitarian principles a=
nd the NGO law, but the requests suggest the IEA&rsquo;s occasional intent =
to test whether NGOs would compromise on some of the principles. It is expe=
cted that if NGOs act in an uncoordinated manner regarding the latest reque=
st and provide a different amount of information about their staff, the IEA=
 would likely use the case of the NGO which shared the most data as a prece=
dent for other organisations to follow. This would, in turn, increase reput=
ational risks to NGOs and their national staff, as IEA members would seek t=
o be more involved in NGOs&rsquo; operations and recruitment processes, and=
 they may attempt to contact NGO staff outside of working hours.</div>					=
