Many thanks for sharing the TPM reports of UNICEF.I have gone through =
the report and summarized the below points:
Generally the situation is good in term of BPHS implementation in Kunduz =
province and still there are some gaps to be addressed. The following is =
the detail of the findings:

Indicators Achieved:
=E2=80=A2 BPHS MSS for Health Services other than P4P=20
=E2=80=A2 The optimal performance threshold, achieving a HMIS score =
greater than 85%,
=E2=80=A2 BPHS MSS for all key staff present at least 70% of staff time =
during the verified three months
=E2=80=A2 BPHS MSS for availability of Health Post (HP) services at =
province level
=E2=80=A2 BPHS MSS for availability of at least one female community =
health worker (CHW) per health post:
=E2=80=A2 BPHS facilities with at least one female health worker
=E2=80=A2 BPHS average percentage of staff with salary payment up to =
date

Not achieved:
=E2=80=A2 BPHS MSS for Availability of Medicine : None of the 17 =
provinces met the minimum standard of facilities with a drugs =
availability score >90%, as defined in revised SOP/BPHS guidelines
=E2=80=A2 None of the provinces met the minimum standards of facilities =
with SOP staff availability score (present during visit+ verified 3 =
months) of 100%, as defined in revised SOP/BPHS guidelines.
=E2=80=A2 BPHS MSS for availability of equipment: None of the 17 =
provinces met the minimum standards of facilities with an equipment =
availability score >95%, as defined in revised SOP/BPHS guidelines.

Looking to the report, the EPHS project of  Kunduz is not included in =
the TPM report and only the reports for provincial hospitals is covered =
in the report.

Dear Service Providers

UNICEF has received the draft third party monitoring (TPM) report for =
the period November 2021 - January 2022. Refer to attached.

While there have been remarkable progress in achieving set indicators, =
in other areas, the performance is below benchmarks as set out in under =
relevant SOPs and minimum standard of services=20

Prior to reverting to the TPM firm with our comments, we thought it OK =
to share this with you to validate the findings and to allow your =
offices to provide comments where your monitoring findings differ.

To this end, kindly capture any concerns/discrepancies in the draft =
report (and its annexes) in the attached "TPM narrative report findings" =
document and send back that file to myself and UNICEF colleagues in the =
copy only.

Grateful if I can receive these by close of business on Wednesday, 27th =
April so I can consolidate and share with the TPM firm.
