Dear Dr.Sahib Asady:
Many thanks for sharing the analysis report of the 3 provinces.I have 
gone through the analysis and find it very usefull and supportive to 
improve the health service delivery in those 3 provinces.I have the 
following general comments:
1.As you mentioned in your analysis that overall achievement is good but 
looking to the targets and our achivements we are still behind in all 3 
provinces.
2.Is the 35% acheivement reasonable comparing to the Targets if yes why?
3.I propose to have some comparative table also in our analysis to show 
the progress from one month to the other month and to know whether we 
are improving from one month to another month or not
4.I recommend not to only consider the P4P indicators in our analysis 
but also the other indicators related to health service delivery also 
has to be considered especially those in the TPM report.
