<p style=3D"text-align: justify;">On 09 April, a local businessman travelli=
ng on foot along a secondary road in the title area encountered a group of =
10 armed individuals wearing black clothes manning a <a href=3D"34.153545,%=
2069.090827">checkpoint</a>. The unknown gunmen searched the individual bef=
ore allowing him to continue onward.<br /><br />Shortly after continuing al=
ong the same secondary road, the individual encountered a <a href=3D"34.148=
551,%2069.08307">second checkpoint</a> manned by unknown armed individuals =
donning similar dark clothing. The gunmen searched the individual and stole=
 his cash before letting him move on.<br /><br />The individual subsequentl=
y informed nearby IEA officials of the incident, who deployed a group of IE=
A members to the title area for a search operation. IEA forces arrived appr=
oximately one hour after the incident took place, at which point the armed =
individuals had vacated the area.<br /><br />The 09 April incident closely =
mirrors a previous report about an illegal checkpoint in the <a href=3D"htt=
ps://goo.gl/maps/g8SyVq1N985uHT5TA">Now Abad Tangi Waghjan</a> area, locate=
d approximately 3.75 km northeast of the title area. On 19 March, 20 unknow=
n armed individuals wearing black attire established a checkpoint on a seco=
ndary road in the area, stopping and searching individuals passing along th=
e road for approximately one hour, before leaving. Shortly after their depa=
rture, IEA forces deployed to the site of the checkpoint from the nearby <a=
 href=3D"https://goo.gl/maps/aUhNvBsWcwh9TDgY6">Bazaar-e Waghjan</a>&nbsp;a=
rea and conducted a search operation.</p>

<p style=3D"text-align: justify;">The establishment of illegal checkpoints =
remains a significant concern for NGO movements, given the lack of clear id=
entifying marks for most IEA forces and checkpoints as well as the frequent=
 deployment of temporary mobile checkpoints in areas that previously had no=
 such IEA presence. This greatly exacerbates differentiating between offici=
al checkpoints manned by security forces and illegal roadblocks, particular=
ly at night or under other conditions that limit visibility, <br /><br />Th=
e inability to clearly distinguish between illegal and official checkpoints=
 poses multiple risks to NGO personnel in transit. If an illegal roadblock =
is misidentified as an official IEA checkpoint, stopping at the checkpoint =
will likely prompt a robbery and potentially result in physical harm to sta=
ff members. Conversely, mistaking an official IEA checkpoint as an illegal =
roadblock and failing to approach it in a de-escalatory manner and stopping=
 may prompt IEA checkpoint personnel to fire warning SAF or possibly detain=
 NGO staff members.<br /><br />The motive behind such illegal checkpoints i=
s generally financial, with armed individuals threatening and robbing passi=
ng motorists as well as pedestrians. Such checkpoints may also be used to f=
acilitate more high-impact crimes, such as kidnappings or vehicle hijacking=
s, if an attractive target of opportunity presents itself. Although OCG mem=
bers more frequently operate illegal checkpoints, OAG members have in the p=
ast also established such checkpoints, both to extort tolls from passing in=
dividuals and to demonstrate their capabilities and authority in a particul=
ar area.<br /><br />For the incidents in Mohammad Agha District, given the =
notable reported similarities between the three checkpoints and the short d=
istance between them, it is assessed as highly likely that the same group o=
perated all three checkpoints. While the capabilities of these assailants a=
re currently largely unclear, sources indicate the involvement of a small l=
ocal armed group operating primarily for financial gain, rather than a more=
 well-equipped OAG.<br /><br />The fact that in both incidents, the group o=
pted to abandon their checkpoints rather than risk clashing with responding=
 IEA forces further supports this assessment. Moreover, all checkpoints in =
the area were encountered during the evening hours&mdash;at 2000 hrs and 21=
00 hrs respectively&mdash;along secondary roads and were only maintained fo=
r a short amount of time, which all indicates a limited risk appetite.<br /=
><br />As such, while the group established all three checkpoints in relati=
ve proximity to the Kabul-Gardez Highway, at the current time their activit=
ies are likely to remain limited to secondary roads. The highway between Mo=
hammad Agha and Pul-e Alam has no permanent IEA checkpoints in the area whe=
re the illegal checkpoints have been reported. However, IEA forces maintain=
 positions in the broader vicinity and occasionally establish temporary che=
ckpoints along the highway, as well as sending patrols between the populati=
on centres. Combined with greater volumes of traffic along the highway comp=
ared to secondary roads, this more robust IEA presence would significantly =
increase the likelihood of being intercepted for the assailants, who have n=
ot exhibited willingness to risk such a confrontation.</p>

<p>Where possible, road movements should be conducted by individuals who ha=
ve recently travelled along the route and are familiar with the locations o=
f established IEA checkpoints. Movements to and from vehicle and pedestrian=
 checkpoints should always be conducted in a slow, controlled manner in ord=
er to help drivers determine whether an upcoming unknown checkpoint is oper=
ated by IEA members or unknown gunmen.<br /><br />When confronted by gunmen=
 at an illegal checkpoint, NGO personnel should comply with raised demands,=
 within reason, and avoid any confrontations.<br /><br />NGOs are strongly =
advised to avoid non-essential road movements after dusk and before dawn, a=
s well as during other periods of reduced visibility (e.g. heavy rainfall),=
 and use main roads with higher traffic volumes over secondary roads as far=
 as possible.<br /><br />While travelling, NGO personnel should maintain re=
gular communication with their respective home bases. Prior to travelling b=
y road, network coverage for the intended route should be confirmed and sta=
ff should always carry a secondary means of communication in case of outage=
s for individual network providers in specific areas.<br /><br />Contacts o=
f relevant provincial and district-level IEA officials should be shared amo=
ng staff members conducting road movements, in order to potentially reduce =
response time in case of emergency.</p>
