Humanitarian Donors Urged to Step up Again for Afghanistan
* Afghanistan is trapped in a humanitarian crisis with 23 million people f=
acing acute food insecurity. We need to act now to stop the situation from=
 getting worse
* Humanitarian agencies have scaled up assistance and are ready to expand=
=2C stressing the central role of women in delivering aid
* Hosted by the United Nations and the Governments of the United Kingdom=
=2C Germany and Qatar=2C donors are meeting today to pledge essential huma=
nitarian funding

(Geneva=2C 31 March 2022): Last year=2C international donors showed remark=
able generosity for Afghans in need. With US$1.8 billion disbursed=2C aid=
 groups were able to reach 20 million people with life-saving food=2C clea=
n water=2C healthcare=2C protection=2C shelter=2C education and winter sup=
plies as Afghanistan went through profound turmoil and international isola=
tion.

Today=2C donors convene to keep the funds flowing and growing again this y=
ear. The UN-coordinated relief operation =E2=80=93 the largest but not the=
 only one in Afghanistan =E2=80=93 asks for $4.4 billion=2C three times th=
e amount requested in 2021.

Fund-raising has so far secured only 13 per cent of the requirements of th=
e 2022 Humanitarian Response Plan. At today=E2=80=99s pledging conference=
=2C hosted by the United Nations=2C the United Kingdom=2C Germany and Qata=
r=2C pledges of support are urgently needed to ramp up deliveries. Fund-ra=
ising will continue for the remainder of the year.

Years of conflict have caused prolonged suffering in Afghanistan. Now the=
 country faces economic collapse and its worst drought in 30 years=2C crea=
ting unprecedented levels of need. Aid organizations warn that while emerg=
ency response is necessary=2C it is not enough to meet the totality of nee=
ds in Afghanistan. The economy=2C basic institutions of the state and esse=
ntial service delivery must be preserved to stave off worsening food insec=
urity and a breakdown in the social fabric.

More than 24 million people =E2=80=93 or 60 per cent of the population - n=
eed humanitarian assistance to survive. Needs are 30 per cent higher than=
 last year and acute hunger is a daily reality for half the population. Ba=
sic health=2C education and other services are severely
strained=2C livelihoods have been crushed and households are spending 80 p=
er cent of their meagre income on food.

UN humanitarian chief Martin Griffiths said: =E2=80=9CWe have the power to=
 stop the downward humanitarian spiral in Afghanistan and it is our moral=
 duty to use this power by pledging generous=2C flexible and unconditional=
 funding today. That is how humanitarians can scale up operations now and=
 save lives.=E2=80=9D

UK Foreign Secretary Liz Truss said: =E2=80=9CThe UK is rallying countries=
 in support of the Afghan people and helping lead the way in providing lif=
e-sustaining food=2C shelter and medical supplies. Together with allies an=
d partners=2C we can do more and will do more to help Afghanistan.=E2=80=
=9D

H.E. Mr. Sultan bin Saad Al Muraikhi Minister of State for Foreign Affairs=
 said: =E2=80=9CThe key factor for improving humanitarian situations is th=
e achievement of sustainable peace. Accordingly=2C The State of Qatar has=
 made extensive and successful efforts over the past years to support reac=
hing this desired goal. With the continuing deterioration of the humanitar=
ian situation=2C the economic collapse=2C and the increase in the number o=
f people in need of humanitarian aid to survive in Afghanistan=2C it is ou=
r collective responsibility to maintain the commitment and to provide the=
 necessary humanitarian support and funding.=E2=80=9D

In the first eight weeks of 2022=2C humanitarian partners reached 12.7 mil=
lion people with life-saving assistance=2C prioritizing women=2C girls and=
 minority groups.

Deliveries have included nutritious food for hundreds of thousands of maln=
ourished children=2C pregnant and breastfeeding women; nutritious meals fo=
r school-children; getting seeds and tools into the hands of farmers; trai=
ning unemployed workers in basic skills; supporting protection for vulnera=
ble groups; ensuring clean water supply in communities; and supporting tra=
uma treatment and reproductive healthcare.

By pledging generously=2C the world can send a strong signal of solidarity=
 to the people of Afghanistan=2C who have already been through far too muc=
h.

At today=E2=80=99s high-level event=2C H.E. Ant=C3=B3nio Guterres=2C Secre=
tary-General of the United Nations=2C will deliver opening remarks. He wil=
l be joined by H.E. Sheikh Mohammed bin Abdulrahman Al-Thani=2C Deputy Pri=
me Minister of Qatar; H.E. Rt. Hon Elizabeth Truss=2C Foreign Secretary of=
 the United Kingdom; Annalena Baerbock=2C Federal Foreign Minister of Germ=
any; and Martin Griffiths=2C UN Under-Secretary-General for Humanitarian A=
ffairs and Emergency Relief Coordinator. Member States and partners will a=
lso take the floor for interventions.

<div>(Geneva=2C 31 March 2022): Last year=2C international donors showed r=
emarkable generosity for Afghans in need. With US$1.8 billion disbursed=2C=
 aid groups were able to reach 20 million people with life-saving food=2C=
 clean water=2C healthcare=2C protection=2C shelter=2C education and winte=
r supplies as Afghanistan went through profound turmoil and international=
 isolation.<br>
&nbsp;</div>
Today=2C donors convene to keep the funds flowing and growing again this y=
ear. The UN-coordinated relief operation =E2=80=93 the largest but not the=
 only one in Afghanistan =E2=80=93 asks for $4.4 billion=2C three times th=
e amount requested in 2021.<br>
<br>
Fund-raising has so far secured only 13 per cent of the requirements of th=
e 2022 Humanitarian Response Plan. At today=E2=80=99s pledging conference=
=2C hosted by the United Nations=2C the United Kingdom=2C Germany and Qata=
r=2C pledges of support are urgently needed to ramp up deliveries. Fund-ra=
ising will continue for the remainder of the year.<br>
<br>
Years of conflict have caused prolonged suffering in Afghanistan. Now the=
 country faces economic collapse and its worst drought in 30 years=2C crea=
ting unprecedented levels of need. Aid organizations warn that while emerg=
ency response is necessary=2C it is not enough to meet the totality of nee=
ds in Afghanistan. The economy=2C basic institutions of the state and esse=
ntial service delivery must be preserved to stave off worsening food insec=
urity and a breakdown in the social fabric.<br>
<br>
More than 24 million people =E2=80=93 or 60 per cent of the population - n=
eed humanitarian assistance to survive. Needs are 30 per cent higher than=
 last year and acute hunger is a daily reality for half the population. Ba=
sic health=2C education and other services are severely<br>
strained=2C livelihoods have been crushed and households are spending 80 p=
er cent of their meagre income on food.<br>
<br>
UN humanitarian chief Martin Griffiths said: =E2=80=9CWe have the power to=
 stop the downward humanitarian spiral in Afghanistan and it is our moral=
 duty to use this power by pledging generous=2C flexible and unconditional=
 funding today. That is how humanitarians can scale up operations now and=
 save lives.=E2=80=9D<br>

UK Foreign Secretary Liz Truss said: =E2=80=9CThe UK is rallying countries=
 in support of the Afghan people and helping lead the way in providing lif=
e-sustaining food=2C shelter and medical supplies. Together with allies an=

H.E. Mr. Sultan bin Saad Al Muraikhi Minister of State for Foreign Affairs=
 said: =E2=80=9CThe key factor for improving humanitarian situations is th=
e achievement of sustainable peace. Accordingly=2C The State of Qatar has=
 made extensive and successful efforts over the past years to support reac=
hing this desired goal. With the continuing deterioration of the humanitar=
ian situation=2C the economic collapse=2C and the increase in the number o=
f people in need of humanitarian aid to survive in Afghanistan=2C it is ou=

In the first eight weeks of 2022=2C humanitarian partners reached 12.7 mil=
lion people with life-saving assistance=2C prioritizing women=2C girls and=

Deliveries have included nutritious food for hundreds of thousands of maln=
ourished children=2C pregnant and breastfeeding women; nutritious meals fo=
r school-children; getting seeds and tools into the hands of farmers; trai=
ning unemployed workers in basic skills; supporting protection for vulnera=
ble groups; ensuring clean water supply in communities; and supporting tra=
uma treatment and reproductive healthcare.<br>

By pledging generously=2C the world can send a strong signal of solidarity=
 to the people of Afghanistan=2C who have already been through far too muc=
