<p style=3D"text-align: justify;">On 27 March at approximately 0500 hrs, IE=
A members serving as the personal protection detail of the provincial gover=
nor discovered a roadside IED emplaced in a ditch outside his official resi=
dence along a secondary road in the title area. After cordoning off the str=
eet, IEA forces recovered and disabled the device, with the operation event=
ually concluding around 0900 hrs.<br /><br />Based on local sources' accoun=
ts of the device, it may have been a legacy IED that had been emplaced at a=
n unconfirmed date in the title area, which had previously also housed resi=
dences of multiple senior GOA officials prior to the IEA take-over on 15 Au=
gust 2021.<br /><br />Since 15 August, a total of three IED-based attacks a=
nd two recoveries of IEDs have been recorded in Charikar, Bagram, and Jabal=
ussaraj districts of Parwan Province, resulting in a total of four fataliti=
es.</p>

<p style=3D"text-align: justify;">The latest recovery demonstrates that, de=
spite the significant reduction in the frequency of IED attacks, IEDs conti=
nued to pose risks to NGO personnel and vehicles, including in population c=
entres. Given the urbanised character of Charikar City and the relatively c=
entral location of the incident the likelihood of collateral exposure to a =
potential blast was particularly elevated. Furthermore, the recovery took p=
lace in close proximity to NGO offices, highlighting the tangible risk to N=
GO staff and assets.<br /><br />As it could not be conclusively confirmed w=
hether the device was a UXO, or an IED which had been emplaced in the title=
 area more recently, the intended target of the device remains somewhat unc=
lear. Since the residence outside of which the IED was discovered has been =
occupied both by the GOA and IEA provincial governor, a variety of potentia=
l actors and motives are conceivable, including IS-KP and NRF affiliates, a=
s well as OAGs active prior to 15 August and, to a lesser extent, OCGs.<br =
/><br />While OAGs continue to utilise IEDs in their attacks against IEA se=
curity forces, legacy IEDs from the previous conflict also remain a distinc=
t concern. Following the change in government, former OAG members involved =
in the emplacement of roadside IEDs often left their original area of opera=
tions, with newly-deployed IEA forces potentially lacking the knowledge of =
where devices have been emplaced in the past. <br /><br />The risk of UXOs =
is most common in more remote areas, secondary roads, and near installation=
s of former ANSF troops, where they are also more difficult to spot. Howeve=
r, given common methods of concealment and the current lack of coordinated =
EOD campaigns, the risk posed by discarded explosives or munitions must als=
o be considered in population centres such as Charikar City.</p>

f members of the continued risk posed by both IEDs and UXOs to personnel an=
d assets.<br /><br />NGO personnel are further advised to follow establishe=
d mitigation measures to limit collateral exposure to IEDs, such as maintai=
ning a safe distance from security forces vehicles while in transit and lim=
iting time spent at IEA installations, as far as possible.<br /><br />NGOs =
are further advised to brief staff members on response procedures when enco=
untering a suspected UXO, stressing the need to avoid all physical contact =
with the devices, calmly vacate the area, alert other present individuals o=
f the present danger, and inform senior NGO members as well as the authorit=
