								<p style=3D"text-align: justify;">On 14 March at approximately 1400=
 hrs, an unidentified individual approached a beneficiary of an NGO cash di=
stribution, lured him into an unidentified vehicle, and robbed him of the a=
ssistance received. The criminal approached the beneficiary after he left t=
he distribution site and offered to drive him home. The individual introduc=
ed himself as an &ldquo;engineer&rdquo;, gave the victim 500 AFN as a token=
 of trust, and promised him that he would be included in the next distribut=
ion of cash assistance. The individual did not identify himself as a staff =
member of the NGO at the site, or any other.</p>
<p style=3D"text-align: justify;">At 2045 hrs, community leaders contacted =
the NGO, saying that the beneficiary had not returned home. After consultin=
g the NGO, the elders passed this information to the IEA, who located the v=
ictim at 2300 hrs in the Mazar Regional Hospital. Unidentified passersby re=
portedly found the beneficiary unconscious by the roadside in Dehdadi Distr=
ict. The victim had been poisoned and robbed of the cash assistance. He rec=
overed and was released the next day.</p>								</div>

has been observed in the past in the Northern Region, and as NGOs scale up =
cash transfer programming, more criminals may seek to exploit such opportun=
ities in the same way.<br /><br /></div>
<div style=3D"text-align: justify;">INSO recorded at least four incidents t=
hroughout 2018 and 2019 in which criminals used beverages or food poisoned =
with ketamine, lidocaine, or morphine to incapacitate their victims and rob=
 them of cash. These robberies usually included some premeditation, as the =
perpetrators targeted individuals who were likely to be in possession of a =
larger amount of money, such as those leaving a bank. Similar to the incide=
nt above, the assailants also conducted these robberies by first creating a=
 rapport with the victim, who then willingly ingested the poisoned item. In=
 this context, criminals may also identify beneficiaries of cash distributi=
ons as suitable victims for such robberies, especially because the informat=
ion on the date and time of cash distributions can be easily acquired.<br /=
><br /></div>
<div style=3D"text-align: justify;">These types of robberies are believed t=
o go largely unreported, and therefore this incident does not represent a r=
evival of this particular tactic. However, anticipating and preventing such=
 incidents is expected to be of increasing importance, as cash programming =
has become a significantly more frequent mode of aid delivery in the past t=
hree months in the Northern Region, according to IO representatives.</div>	=

s advised to raise beneficiaries&rsquo; awareness of the risk of robberies.=
 Beneficiaries should be actively discouraged from accepting food or bevera=
ges from unknown individuals, following them to isolated areas, and enterin=
g vehicles of individuals who offer to drive them home, regardless of how t=
rustworthy the individuals appear.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs should maintain active contacts wi=
th community leaders during and after aid distribution, and should ask them=
 to report individuals without NGO ID cards making promises or statements r=
egarding beneficiary registration on behalf of the NGO.&nbsp;<br /><br /></=

<div style=3D"text-align: justify;">NGOs are further encouraged to share si=
milar incidents with trusted NGO partners and discuss programming risks dur=
ing roundtables, in order to identify and share best safety practices for c=
ash distribution programmes.</div>								</div>
