th SAF, erupted between two groups of IEA members in the Sujan area in Nahr=
in District of Baghlan Province. The number of potential casualties or mate=
rial damage remains unknown, and the motive behind the incident was a power=
 struggle between two mid-level IEA officials.<br /><br /></div>
<div style=3D"text-align: justify;">On 15 March, two groups of IEA members =
clashed, with SAF,&nbsp; in the Dasht-e Qala District of Takhar Province. T=
here are no reports regarding potential casualties, while the motive behind=
 the incident was a long-standing family dispute between two members of the=
 two groups.</div>								</div>

rs occur rarely in the Northeastern Region, with 14 recorded in the eight m=
onths since August 2021. Most relate to personal disputes and do not reflec=
t broader divisions amongst IEA factions that could have a negative impact =
on security in the province. Because they are infrequent, the likelihood th=
at such clashes will impact NGO operations directly is low. However, when c=
lashes do break out, they can pose risks to NGO staff.<br /><br /></div>
<div style=3D"text-align: justify;">Intra-IEA clashes present the risk of c=
ollateral involvement for civilians, who may be impacted by crossfire durin=
g firefights. Since 29 October 2021, INSO recorded 13 clashes: five in Bada=
khshan Province, five in Baghlan Province, and three in Takhar Province, re=
sulting in the accidental killing of a civilian and injuries to nine other =
civilians. The civilian casualties were the result of armed clashes in urba=
n areas, and future similar incidents are likely to impact civilians and NG=
O staff members alike. Furthermore, given the motives behind these incident=
s, intra-IEA clashes remain unpredictable in most cases.</div>

<div style=3D"text-align: justify;">The recorded clashes do not suggest a r=
ift between IEA factions either at the provincial or regional levels. The m=
otives behind each of the incidents INSO recorded were personal disputes. D=
espite some isolated cases in which the local IEA members refused the Kabul=
-chosen senior civil servants for their province, the Northeastern IEA fact=
ions remain aligned in ideology and policy with the Kabul-based IEA leaders=
hip.</div>								</div>

o avoid unnecessary exposure to IEA checkpoints, patrols, or places known t=
o be frequented by IEA forces. Furthermore, NGO staff are advised to mainta=
in a six-seven car-length distance from IEA vehicles when travelling by roa=

<div style=3D"text-align: justify;">NGOs are also advised to maintain previ=
ously established security protocols, despite the end of countrywide hostil=
ities. NGO staff are reminded that in the event of an IDF attack, the follo=
wing actions are recommended: remain indoors if in a building and move to t=
he safe room, if available; stay away from windows and remain indoors until=
 the area is cleared by NGO safety and security personnel.</div>								</d=
