Tripartite MoU ACBAR, Advisor, NNGO

The first tripartite MoU for the TP2 is for 13 months from Nov. 1, 2019 to
Nov. 30, 2020.    For the purposes of the program, the quarter ends on
Nov. 30, 2020 and in accordance with the MoU the quarterly payment is for
two months only.

Please make sure that all requirements for participation in the program
according to the MoU are complete by Nov. 30, 2020.

Twinning Partner Review for Continuation in TP2

A review of NNGO partners in the program will be made in Oct. and Nov.
The review will be an evaluation of the partner's participation in the
program, meeting MoU requirements, twinning partner Advisor and ACBAR
recommendations regarding continuance, ability to meet expected
performance such as report writing in English, sending the proper staff to
training, policy review/development, cluster attendance, communication,
and following TP2 required rules and guidelines.

Face-to-Face and Virtual Training

All Face-to-Face training has been suspended due to the failure of some
participants to follow COVID-19 mitigation measures such as wearing a mask
and social distancing at the recent Advanced Proposal Writing training.
Until further notice, training will be held virtually.  See section below.

COVID-19 Mitigation and Training Issues

TP2 is required to have COVID-19 mitigation in place in accordance with
the Risk Register provided to FCDO.  Currently, COVID-19 has moved from
the top risk down to the 2nd listed and is still of concern.  As COVID-19
is an active risk in Afghanistan, the TP2 follows MoPH and WHO guidelines.

A Risk Mitigation Plan was made for the Face-to-Face training held at the
Safi Landmark in September.  After review of the training the following
was noted:

*	Safi Landmark was asked to provide plated lunch and individual
snacks and drinks - Day 1 they did not.  For food service, buffet is
considered the top method of spreading COVID-19 by WHO.  Day 2 and 3 when
the plated food was served some of the participants were upset and
demanded the buffet be brought back.

Note:  The decision to have plated food was for participant's safety,
health, and well-being in accordance with recommended COVID-19 mitigation.

*	Participants were asked to social distance, wear masks, use
sanitizer and follow protocol to minimize the spread of COVID-19.  Some
participants followed all rules.  Other participants did not.

Thank you to those that followed the rules.

*	During some of the training, the trainer took off his mask and
trained.  This has been addressed.

According to WHO, COVID-19 is active in clusters in Afghanistan.  Since it
only takes one infected person to start a new cluster, TP2 will continue
to follow WHO and MoPH guidance.

It is mandatory that the twinning partners following mitigation measures
for COVID-19 when participating in program activities and it strongly
recommended that partners do so all the time in accordance with their risk
assessment.
