<p style=3D"text-align: justify;">At the indicated time and location, a sub=
-contracted driver riding in an NGO-rented vehicle arrived outside the priv=
ate residence of an NGO national staff member as part of a daily pick-up ro=
utine. Shortly after his arrival, three gunmen driving a sedan-type vehicle=
 blocked the parked NGO rental vehicle.<br /><br />The assailants accosted =
the driver, threatened him with a handgun, and forced him to start the vehi=
cle, bypassing an electronic anti-theft system installed in the vehicle. Th=
e assailants then robbed the driver of his cash and other valuables before =
escaping with the NGO rental vehicle.<br /><br />The driver remained unhurt=
 during the incident and subsequently informed senior NGO staff members as =
well as IEA officials at the nearest police station of the incident, which =
marked the twenty-eighth vehicle hijacking recorded in Kabul City since 15 =
August.</p>

<p>While the latest vehicle hijacking did not directly impact NGO staff mem=
bers or assets, the incident will nonetheless impact the logistics of the i=
nvolved organisation. In addition to the need to reorganise parts of their =
daily commute, the fact that an incident of armed crime took place outside =
the private residence of an NGO staff member may also put additional psycho=
logical strain on the resident.<br /><br />Based on the reported circumstan=
ces of the hijacking, it is assessed as more likely that the assailants wer=
e part of a specialised OCG and specifically targeted the vehicle, rather t=
han this being a crime of opportunity. Given that the vehicle was following=
 a daily routine when stopping in the title area, criminal elements operati=
ng in the general vicinity would have been able to predict its movements an=
d position themselves in an advantageous position prior to its anticipated =
arrival. <br /><br />Other aspects of the incident also suggest the involve=
ment of experienced criminal elements, such as the fact that the assailants=
 accosted the driver before the NGO staff member approached the vehicle, en=
suring they would only need to overpower a single, isolated victim. and the=
reby reducing the likelihood of facing resistance. Furthermore, the assaila=
nts only released the driver after he unlocked the built-in anti-theft syst=
em, suggesting they possessed more expertise in vehicle theft than most opp=
ortunistic criminals.<br /><br />Notably, roughly one month prior to the in=
cident, on 06 February, three assailants driving a similar sedan-type vehic=
le and armed with a handgun hijacked an NGO vehicle conducting daily pick-u=
ps of staff members on Street 12 of Qala-e Fathullah in PD 10, in relative =
proximity to the latest vehicle hijacking (see AFGHANISTAN/CENTRAL/R/080220=
22/#001). While IEA forces later recovered the vehicle in PD 12 and arreste=
d one suspect at the scene, it remained unclear whether the individual was =
personally involved in the incident and if the other criminals or their veh=
icle were later seized. Although a definite connection between both inciden=
ts cannot be established at the time of writing, the shared involvement of =
three assailants armed with a handgun, the targeting of vehicles following =
routine daily movements, and the proximity of both incidents to one another=
 could indicate the presence of an OCG specialised in vehicle hijackings ar=
ound 40 Meter Road.<br /><br />Finally, in both the current incident and th=
e most recent vehicle hijacking against an NGO vehicle on 06 February, the =
targeted drivers remained unharmed by complying with the assailants&rsquo; =
demands, demonstrating the importance of preserving life when confronted by=
 criminals. Thus far in 2022, individuals targeted by armed violent crime i=
n Kabul attempted to resist in eight incidents, all of which resulted eithe=
r in injuries to the victims (six) or fatalities (three), strongly underlin=
ing the capability and intent of criminal elements to use violence in finan=
cially-motivated crimes when encountering resistance.</p>

<div>NGOs should seek to vary daily recurring road movements, such as staff=
 shuttling and site visits, in terms of routes taken and timings in order t=
o avoid presenting assailants with predictable routines.<br /><br /></div>
<div>Where feasible, NGO staff are further encouraged to travel with severa=
l people in the vehicle. While COVID-19-related mitigation measures remain =
essential and should be followed, two or three people in addition to the dr=
iver inside the vehicle may make criminal elements deem the vehicle and its=
 occpants to be a harder target.<br /><br />If confronted by armed or unarm=
ed criminals in a vehicle hijacking or other forms of violent crime, NGO st=
aff members should comply with issued demands, within reason, in order to m=
inimise the likelihood of casualties. Staff members are furthermore advised=
 to attempt de-escalation in any situation that appears likely to lead to v=
iolence.</div>
