s:</strong> Search operations did not resume in the Safid Sang and Ab Paran=
 areas of Mohammad Agha since 05 March. However, IEA forces maintain a heig=
htened presence and posture in both areas, including frequent and thorough =
searches of passing vehicles in checkpoints.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Several factors likely contributed to t=
he delay of search operations, including a lack of prior coordination and r=
ecent changes of IEA officials in the province. However, the operation is s=
till likely to resume in the coming days or weeks. Furthermore, the IEA is =
most likely attempting to have individuals hand over weapons and vehicles t=
hrough the threat of search operations. Reportedly, IEA forces have verball=
y encouraged people in the areas to voulentarily hand over weapons, ammunit=
ion&nbsp; and vehicles belonging to the former government and any other equ=
ipment taken during the IEA takeover and coallpas of the former government.=
 Depending on the level of success of efforts to voluntarily hand over weap=
ons and vehicles, search operations might be further delayed or cancelled.&=

d to resume tomorrow morning in Safid Sang and Ab Paran. IEA security postu=
re remains the same.</div>

<div style=3D"text-align: justify;"><strong>As of&nbsp; 05 March, 1410 hrs:=
</strong> IEA members initially started searches in the previously mentione=
d areas but have since temporarily suspended searches. IEA heightened secur=
ity posture remains in place in the title area and IEA are anticipated to r=
esume searches.</div>
<br />The previous advisory remains in place.&nbsp;<br /><br />
<div style=3D"text-align: justify;"><strong>As of 04 March, 2155 hrs:</stro=
ng> As of approximately 1500 hrs on 04 March, IEA forces increased their po=
sture in the title area, including additional mobile checkpoints. The incre=
ased posture is reportedly preparation for house-to-house search operations=
 scheduled to begin in the title area on the morning of 05 March.&nbsp;<br =
/><br />IEA forces established mobile checkpoints on the Kabul-Pul-e Alam H=
ighway, at the entrance points to Logar. The highway remains open, however,=
 IEA members are searching passing vehicles thoroughly.&nbsp;<br /><br />NG=
Os are advised to inform staff of the scheduled operation in advance and pr=
epare all staff members on how to respond to IEA searches of NGO compounds,=
 offices, and private residences of staff.<br /><br />Compound guards and a=
ll other staff present at NGO offices and guesthouses should be prepared to=
 explain the mandate of the NGO and the impartial nature of their work.&nbs=
p;<br /><br />Introduction letters, describing the mandate of the NGO and t=
he nature of its work, and relevant permission of the NGO, should be availa=
ble to present to IEA members upon request, at all NGO premises.<br /><br /=
>All staff members present at NGO premises should have relevant personal an=
d organisational identification cards available to show upon request.&nbsp;=
&nbsp;<br /><br />NGOs should remain calm and polite during IEA requests to=
 search compounds and attempt to verify the identity of IEA personnel prior=
 to permitting entry.<br /><br />Relevant contacts for local IEA authoritie=
s, including the local district or PD commander and the NGO focal point at =
the local Department of Economy, should be readily available to identify IE=
A members wishing to enter the premises and to de-conflict in case of need.=
 Furthermore, contact information for key local community elders and the Wa=
kil of the area should be readily available.&nbsp;<br /><br />NGOs are advi=
sed to refer IEA members wishing to search the compound to the NGO law, sta=
ting that security forces wishing to gain information about an NGO should g=
o through relevant authorities in the Ministry of Economy but not resist if=
 IEA forces insist on entering. If IEA forces insist on entering NGO premis=
es to conduct the search, NGOs should refer to the no guns policy and polit=
ely request that weapons be left outside. However, again, such requests sho=
uld be abandoned or compromises found before escalating the situation and s=
hould never endanger staff.&nbsp;<br /><br />NGOs are reminded not to resis=
t instructions given by armed individuals, within reason, as this could end=
anger staff.&nbsp;<br /><br />NGOs should ensure that keys are available wi=
thin the compound to provide access for IEA members insisting on searching =
buildings, closets etc.<br /><br />NGO safety managers should do a walkthro=
ugh of compounds and store or remove any sensitive documents or equipment. =
Should IEA confiscate anything during the search, NGOs should politely ask =
for a receipt and phone number of the IEA member in charge, and further doc=
ument all confiscated items.<br /><br />NGO safety managers should ensure t=
hat staff phones, laptops, and other electronic items are sanitised for sen=
sitive content. This includes asking staff to remove social media that may =
be deemed inappropriate by authorities. <br /><br />NGOs who are searched s=
hould make sure that IEA forces leave an appropriate mark on their door sho=
wing that the compound has been searched, to avoid a second search.<br /><b=
r />Furthermore, NGOs are advised to limit non-essential movements while se=
arch operations are ongoing and to seek recent information about affected a=
reas through INSO or other trusted sources prior to initiating movement. Re=
gistration papers for NGO vehicles should be checked prior to movement and =
should be available to show upon request at IEA checkpoints as well as iden=
tification cards of travellers.&nbsp;</div>								</div>
