 04 March, IEA forces increased their posture in the title area, including =
additional mobile checkpoints. The increased posture is reportedly preparat=
ion for house-to-house search operations scheduled to begin in the title ar=
ea on the morning of 05 March.&nbsp;<br /><br />IEA forces established mobi=
le checkpoints on the Kabul-Pul-e Alam Highway, at the entrance points to L=
ogar. The highway remains open, however, IEA members are searching passing =
vehicles thoroughly.&nbsp;</div>								</div>

 be initiated in the morning of 05 March in the title area and spread to fu=
rther areas of Mohammad Agha District and potentially other districts over =
the coming days. A similar pretext of increasing posture and establishing m=
obile checkpoints on main access roads were observed in other provinces of =
the Central Region the day prior to initiating search operations. The searc=
h operation has been ongoing in Kabul, Parwan and Kapisa since 25 February =
and in Panjshir since 26 February, and are still ongoing as of the time of =
writing. Throughout this period, the search operations have expanded throug=
h multiple districts of the affected provinces. <br /><br />Search operatio=
ns could accelerate in scale and tempo if further IEA forces are mobilised =
towards Logar. Search operations of multiple PDs of Kabul City and district=
s in Kabul, Parwan, Kapisa and Panjshir could be completed during tomorrow =
and the coming days and it cannot be ruled out that some of the IEA members=
 freed up from these operations will be allocated to Logar in the coming da=
ys.&nbsp;<br /><br />The search operation will most likely aim to seize ill=
egal weapons and vehicles belonging to the former GOA. House-to-house searc=
hes have been ongoing in Kabul, Parwan, Kapisa and Panjshir since late Febr=
uary, with an aim to seize illegal weapons, vehicles belonging to the forme=
r GOA and to arrest criminals and suspected OAGs.&nbsp;<br /><br />While si=
milar operations have not been observed in late February and early March in=
 Logar, a series of targeted operations aiming to seize illegal weapons and=
 vehicles belonging to the former government were observed in Mohammad Agha=
 and Pul-e Alam districts in late February. Furthermore, in a meeting betwe=
en several IEA units and local community elders in late February, IEA leade=
rship warned that if weapons and vehicles taken during the mid-Agust 2021 I=
EA takeover were not handed over, similar search operations as seen in othe=
r parts of the Central Region would be initiated.<br />&nbsp;</div>
<div style=3D"text-align: justify;">Search operations are likely to include=
 NGO compounds present in affected areas. In the operations observed in oth=
er parts of the Central Region throughout late February and early March,&nb=
sp; especially in Kabul, search operations have included NGO premises, and =
appeals from NGOs towards IEA not to search NGO premises have been predomin=
antly unsuccessful.&nbsp;<br /><br />The planned search operation is expect=
ed to present a low risk to NGOs. However, experiences of NGOs that have be=
en subject to search in Kabul have been mixed and IEA behaviour has been un=
predictable. Generally, IEA members have been polite towards NGOs and searc=
hes have been brief. However, in some instances, NGOs have reported less po=
lite behaviour and more thorough searches. With that said, no significant i=
ncidents of property damage, violence or threats have been reported during =
searches of NGO compounds in Kabul or elsewhere during the operations initi=
ated on 25 February.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Once the operation begins IEA members w=
ill likely increase the number of mobile checkpoints and patrols in affecte=
d areas, including exit and entry points. This will likely lead to heavy tr=
affic congestion and delays during hours of IEA searches. Furthermore, incr=
eased scrutiny can be expected in areas where search operations are ongoing=
, have been going and are scheduled to start. Increased scrutiny including =
thorough vehicle and personnel searches.&nbsp;<br /><br />Given the high ro=
tation rate of rank and file members manning checkpoints and the potentiall=
y mixed search teams most likely composed of IEA members from different are=
as of the country and IEA units, NGOs should not assume all IEA personnel a=
re familiar with the nature of NGOs and the IEA policy towards NGOs.&nbsp;<=

f of the scheduled operation in advance and prepare all staff members on ho=
w to respond to IEA searches of NGO compounds, offices, and private residen=
ces of staff.<br /><br />Compound guards and all other staff present at NGO=
 offices and guesthouses should be prepared to explain the mandate of the N=
GO and the impartial nature of their work.&nbsp;<br /><br />Introduction le=
tters, describing the mandate of the NGO and the nature of its work, and re=
levant permission of the NGO, should be available to present to IEA members=
 upon request, at all NGO premises.<br /><br />All staff members present at=
 NGO premises should have relevant personal and organisational identificati=
on cards available to show upon request.&nbsp;&nbsp;<br /><br />NGOs should=
 remain calm and polite during IEA requests to search compounds and attempt=
 to verify the identity of IEA personnel prior to permitting entry.<br /><b=
r />Relevant contacts for local IEA authorities, including the local distri=
ct or PD commander and the NGO focal point at the local Department of Econo=
my, should be readily available to identify IEA members wishing to enter th=
e premises and to de-conflict in case of need. Furthermore, contact informa=
tion for key local community elders and the Wakil of the area should be rea=
dily available.&nbsp;<br /><br />NGOs are advised to refer IEA members wish=
ing to search the compound to the NGO law, stating that security forces wis=
hing to gain information about an NGO should go through relevant authoritie=
s in the Ministry of Economy but not resist if IEA forces insist on enterin=
g. If IEA forces insist on entering NGO premises to conduct the search, NGO=
s should refer to the no guns policy and politely request that weapons be l=
eft outside. However, again, such requests should be abandoned or compromis=
es found before escalating the situation and should never endanger staff.&n=
bsp;<br /><br />NGOs are reminded not to resist instructions given by armed=
 individuals, within reason, as this could endanger staff.&nbsp;<br /><br /=
>NGOs should ensure that keys are available within the compound to provide =
access for IEA members insisting on searching buildings, closets etc.<br />=
<br />NGO safety managers should do a walkthrough of compounds and store or=
 remove any sensitive documents or equipment. Should IEA confiscate anythin=
g during the search, NGOs should politely ask for a receipt and phone numbe=
r of the IEA member in charge, and further document all confiscated items.<=
br /><br />NGO safety managers should ensure that staff phones, laptops, an=
d other electronic items are sanitised for sensitive content. This includes=
 asking staff to remove social media that may be deemed inappropriate by au=
thorities. <br /><br />NGOs who are searched should make sure that IEA forc=
es leave an appropriate mark on their door showing that the compound has be=
en searched, to avoid a second search.<br /><br />Furthermore, NGOs are adv=
ised to limit non-essential movements while search operations are ongoing a=
nd to seek recent information about affected areas through INSO or other tr=
usted sources prior to initiating movement. Registration papers for NGO veh=
icles should be checked prior to movement and should be available to show u=
pon request at IEA checkpoints as well as identification cards of traveller=
s.&nbsp;<br /><br /></div>								</div>
