 morning. Rather, IEA forces are maintaining a heightened posture in Hisa-e=
 Awal-e Kohistan, Hisa-e Dowom-e Khositan, and Kohband districts, largely i=
n the DAC areas, and in Mahmoud-e Raqi City. Instead, the IEA is now planni=
ng to conduct targeted operations, with one such operation ongoing in Hisa-=
e Awal-e Kohistan as of the time of writing.&nbsp;<br /><br />The reason fo=
r the tactical switch is unknown, however, it is likely a combination of pu=
blic outcry over a perceived targeting of non-Pashtun areas and households =
and the fact that house-to-house operations are time-consuming and have rel=
atively limited effect.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The previous advisory is now lifted, ho=
wever, NGOs should continue to minimise unessential movements in areas wher=
e operations are taking place and check on the situation with sources on th=
e ground before initiating movement.&nbsp;<br /><br /></div>

trong> The search operations in Kapisa Province ceased at approximately 190=
0 hrs. However, the increased IEA presence and posture, including mobile ch=
eckpoints, remain in place in the affected areas. The search operations are=
 expected to resume in the morning and continue for the coming days.&nbsp;<=

<div style=3D"text-align: justify;"><strong>As of 26 February, 0900 hrs:</s=
trong> Operations have resumed as of this morning in multiple areas in Kohb=
and, Hisa-e Awal-e Kohistan, Hisa-e Dowom-e Kohistan districts, as well as =
in the provincial capital. IEA forces are moving village to village with a =
stated goal to check all residences for weapons and vehicles belonging to t=
he previous government, as well as to identify and detain suspected members=
 of the armed opposition.&nbsp;<br /><br />The operation is slated to conti=
nue for at least the entire day.&nbsp;<br /><br /></div>
