g>At approximately 1900 hrs, IEA forces ceased house search operations for =
the day. However, the IEA posture remains elevated, with multiple additiona=
l mobile checkpoints still in place. Search operations are expected to resu=
me in the morning in all affected areas and very likely extend to further a=
reas.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Search operations continued throughout =
the day in multiple PDs of Kabul City, including PD 4, PD 10, PD 11, PD15, =
PD17 and PD 19. In PD 10, search operations continued in the Qala-e Fatulla=
h and Taimani areas, and at least one additional NGO compound was searched =
during the day. Furthermore, search operations continued in Qarabagh and Ch=
aharasyab districts while also extending to Estalif and Kalakan districts.&=
nbsp;<br /><br />Aside from the continuation of operations in Kabul Provinc=
e, search operations also continued in Parwan and Kapisa provinces througho=
ut the day and expanded to Panjshir Province. These operations have also be=
en paused for the night. Furthermore, targeted operations have been observe=
d in Mohammad Agha and Pul-e Alam of Logar Province today; however, not nea=
rly at the same scale as in Kabul, Parwan, Kapisa, and Panjshir.&nbsp;<br /=
><br />No armed clashes or shots fired have been reported as a result of th=
e operations today. Notably, in PD 19, in the Pul-e Charkhi area, IEA membe=
rs searched approximately 50 houses from which seizures of weapons were mad=
e in around 47. Furthermore, a relatively large, but currently unclear, num=
ber of vehicles were reportedly seized in the same area.&nbsp;<br /><br />A=
lso in the Pul-e Charkhi area of PD 19, IEA forces searched the house of an=
 IEA member and seized a very large amount of ammunition and an unknown num=
ber of weapons. The IEA member was arrested for further investigation. Furt=
hermore, additional arrests and weapon seizures have been reported across t=
he affected areas during the day; however, the figures remained unknown as =
of writing.<br /><br />Search operations are still very likely to continue =
and expand to new areas for several days to come and can be expected to con=
tinue to include searches of NGO facilities.</div>								</div>

 hrs:</strong> As expected, search operations have resumed as of this morni=
ng. The IEA members are focusing on the same areas as yesterday, including =
the Taimani and Qala-e Fatullah areas in PD 10, with a large NGO presence. =
Compounds that were not checked yesterday can be expected to receive a visi=
t from the IEA in the coming hours.&nbsp;<br /><br />Additionally, IEA forc=
es have extended their search to PD 4 as well, in the Parwan Sewom area, as=
 well as in PD 11's Qala-e Najarha, and PD 17's Sar-e Kotal areas. Further =
areas may be affected in the coming hours.<br /><br />In the abovementioned=
 locations, IEA posture is elevated, and mobile checkpoints temporarily clo=
se streets where checks are ongoing.<br /><br />The previous advisory remai=
ns in place, with NGOs advised to minimise movement in the abovementioned a=
reas, and cooperate, within reason, with IEA forces so as to reduce risk to=
 staff.</div>

<div style=3D"text-align: justify;"><strong>As of 25 February, 2100 hrs:</s=
trong> Search operations continued throughout the day in multiple PDs of Ka=
bul City and Qarabagh and Chaharasyab districts of Kabul Province. Furtherm=
ore, search operations are expected to continue in the coming days.&nbsp;<b=
r /><br /></div>
<div style=3D"text-align: justify;">At approximately 1900 hrs, IEA forces c=
eased the house searches; however, an increased presence of mobile checkpoi=
nts remain in all the affected areas and multiple other areas of the city. =
The search operations have most likely been paused for the night, with incr=
eased security presence in place to secure progress made during the day and=
 search operations are expected to resume in the morning of 26 February and=
 spread further across the city. Search operations and an increased securit=
y presence can be expected to continue in the coming days. Reportedly, seve=
ral thousand IEA members have been involved in today's operations in Kabul =
and surrounding provinces.<br /><br />Multiple NGO compounds have been sear=
ched as part of the operations in Kabul City. While attempts at avoiding IE=
A members to enter NGO premises by explaining the nature of the organisatio=
n have been mostly unsuccessful, INSO has not received reports of significa=
nt damage to property, violence or threats to NGO staff members. Searches c=
an be expected to continue to include NGO facilities in the coming days.<br=
 /><br />When completing the search of a house, IEA forces have marked the =
door of the compound, with a text saying that the compound had been searche=
d and secured, to track progress and to avoid double searching.<br /><br />=
IEA forces have made arrests during the search operations; however, the fig=
ure currently remains unknown. Furthermore, IEA forces have seized weapons,=
 including personal weapons, from multiple houses, and an unknown number of=
 vehicles have been confiscated.&nbsp;<br /><br />In one incident, in the Q=
ala-e Fatullah area of PD 10, IEA forces shot around three warning shots in=
to the air to stop a vehicle that reportedly attempted to escape a checkpoi=
nt. The driver and three other persons in the vehicle were arrested, and an=
 unknown amount of weapons were reportedly seized from the vehicle. Aside f=
rom this incident, there have been no reports of armed clashes or shots fir=
ed in Kabul City, as a result of the operation.&nbsp;<br /><br />Aside from=
 operations in Kabul Province, similar large scale search operations have b=
een conducted in Parwan and Kapisa provinces throughout the day. These oper=
ations have also been paused for the night. Furthermore, an increased IEA p=
resence has been observed in Logar Province, with additional mobile checkpo=
ints around Mohammad Agha DAC and Pul-e Alam City.&nbsp;<br /><br />IEA iss=
ued a statement regarding the ongoing operation through social media, infor=
ming the public about the ongoing search operation of Kabul City and surrou=
nding provinces. The statement urged civilians to cooperate with the securi=
ty forces and explained that the operations were to ensure security.&nbsp;<=
br /><br /></div>
<div style=3D"text-align: justify;">The previous advisory remains in place.=
&nbsp;</div>
<div style=3D"text-align: justify;"><br />Furthermore, NGOs are advised to =
ensure that keys are available within the compound to provide access for IE=
A members insisting on searching buildings.&nbsp;</div>
<div style=3D"text-align: justify;"><br />NGOs that already had their compo=
und searched are advised to refer IEA members to the mark made on their gat=
e following the search if IEA members should seek to search the compound ag=
ain. At the same time, NGOs who are searched should make sure that IEA forc=
es leave the appropriate mark on their door to avoid a second search.&nbsp;=
</div>

<div style=3D"text-align: justify;"><strong>As of 25 February, 0900 hrs:</s=
trong> At approximately 0900 hrs IEA forces initiated multiple search opera=
tions across multiple PDs of Kabul City.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The operations are seemingly part of a =
larger coordinated effort, searching houses for potential OAG members, weap=
ons and vehicles. Furthermore, mobile checkpoints have been established in =
areas where house searches are being conducted, closing the affected areas =
for civilian traffic. Similar large scale search operations were initiated =
in Kapisa and Parwan provinces.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">The search operations are expected to c=
ontinue throughout the day and to spread to an extended number of areas wit=
hin the city.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Currently, multiple NGO compounds have =
been searched as part of the operations, and searches can be expected to co=
ntinue to include NGO facilities.&nbsp;<br /><br />
<div style=3D"text-align: justify;">NGOs are advised to minimise movements =
within the city throughout the day and seek information about affected area=
s through INSO or other trusted sources prior to movement.&nbsp;<br /><br /=

<div style=3D"text-align: justify;">NGOs are further advised to inform guar=
ds at their compounds and security managers about the ongoing search operat=
ions.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">NGOs present in affected areas are advi=
sed to initiate de-escalation procedures with relevant IEA authorities and =
be prepared to explain the NGO's mandate and the impartial nature of their =
work, and present relevant permissions upon request to IEA members wishing =
to search their premises.<br /><br /></div>
