bruary, Liberation Day traditionally commemorates the departure of the last=
 Soviet forces from Afghanistan in 1989.<br /><br />In previous years, the =
occasion has been marked with a public bank holiday. As of the time of writ=
ing, IEA officials have issued no clear statement on whether they will inst=
itute a public holiday on 15 February. Ministry officials are expected to a=
nnounce a decision on the matter in the late evening hours of 14 February.<=
br /><br />In previous years, public Liberation Day celebrations in Kabul h=
ave been conducted at the <a href=3D"https://goo.gl/maps/CUzCy3FtiUC9diG4A"=
>Ministry of Defence</a>, <a href=3D"https://goo.gl/maps/g51avhuTjJo4iymv6"=
>Ministry of Information and Culture</a>, the <a href=3D"https://goo.gl/map=
s/GaXRoR3WTk3rkgDo9">Tapa-e Bibi Mahro</a> area, and the <a href=3D"https:/=
/goo.gl/maps/YQB37RLacBwm9yJL7">Darulaman Palace</a> area. While it remains=
 unclear whether IEA officials will organise any larger public gatherings t=
o commemorate Liberation Day, smaller gatherings are expected to take place=
 at multiple government facilities as well as private residences.<br /><br =
/>NGOs are advised to re-confirm any appointments made at government office=
s in Kabul ahead of Liberation Day. Furthermore, NGOs should clearly commun=
icate to staff members whether or not they will observe a public holiday on=
 15 February.<br /><br />NGO staff members are advised to avoid large gathe=
rings and choose, to the extent possible, lower-profile areas to celebrate =
Liberation Day.<br /><br />In addition, if attending a public gathering, NG=
O staff are advised to follow COVID-19 prevention measures at all times, in=
cluding wearing a face mask, practising social distancing, and regularly us=
ing alcohol-based hand sanitiser.<br /><br />Should celebratory SAF occur c=
lose to their locations, NGO staff are advised to stay indoors and clear of=
 windows. NGO staff are also strongly encouraged to avoid participating in =
