<p style=3D"text-align: justify;">On 15 February, Liberation Day traditiona=
lly commemorates the departure of the last Soviet forces from Afghanistan i=
n 1989.<br /><br />In previous years, the occasion has been marked with a p=
ublic bank holiday. As of the time of writing, IEA officials have issued no=
 clear statement on whether they will institute a public holiday on 15 Febr=
uary. Ministry officials are expected to announce a decision on the matter =
in the late evening hours of 14 February.<br /><br />In previous years, pub=
lic Liberation Day celebrations in Kabul have been conducted at the <a href=
=3D"https://goo.gl/maps/CUzCy3FtiUC9diG4A">Ministry of Defence</a>, <a href=
=3D"https://goo.gl/maps/g51avhuTjJo4iymv6">Ministry of Information and Cult=
ure</a>, the <a href=3D"https://goo.gl/maps/GaXRoR3WTk3rkgDo9">Tapa-e Bibi =
Mahro</a> area, and the <a href=3D"https://goo.gl/maps/YQB37RLacBwm9yJL7">D=
arulaman Palace</a> area. While it remains unclear whether IEA officials wi=
ll organise any larger public gatherings to commemorate Liberation Day, sma=
ller gatherings are expected to take place at multiple government facilitie=
s as well as private residences.</p>

may be observed around public venues as well as government institutions. Li=
kely venues for IEA-authored public events include <a href=3D"https://goo.g=

ity posture would likely result in increased traffic congestion within cent=
ral Kabul for the duration of the celebrations. Furthermore, operations at =
government offices are likely to be intermittent due to Liberation Day.<br =
/><br />As seen during previous public celebrations, sporadic instances of =
celebratory gunfire may also erupt in the course of Liberation Day events. =
However, based on the profile of the event and historical precedent, the li=
kelihood of celebratory gunfire taking place is currently assessed as low.<=

any appointments made at government offices in Kabul ahead of Liberation Da=
y. Furthermore, NGOs should clearly communicate to staff members whether or=
 not they will observe a public holiday on 15 February.<br /><br />NGO staf=
f members are advised to avoid large gatherings and choose, to the extent p=
ossible, lower-profile areas to celebrate Liberation Day.<br /><br />In add=
ition, if attending a public gathering, NGO staff are advised to follow COV=
ID-19 prevention measures at all times, including wearing a face mask, prac=
tising social distancing, and regularly using alcohol-based hand sanitiser.

 are advised to stay indoors and clear of windows. NGO staff are also stron=
