 IEA forces arrested two individuals on a secondary road accused of imperso=
nating IEA members. During the arrest, IEA forces seized two forged ID card=
s identifying the arrested individuals as IEA police officers. Both individ=
uals who remain under arrest as of the time of writing.<br /><br />Subseque=
nt reports indicated that the two individuals are former IEA members, origi=
nally from Malestan District of Ghazni District, and had recently been remo=
ved from their positions by an internal IEA commission.</p>

<p style=3D"text-align: justify;">The arrest demonstrates the continued ris=
k of criminal elements attempting to take advantage of the lack of clear id=
entifying markers for security forces, such as uniforms, to impersonate IEA=
 members. While the use of specific IEA ID cards can serve to facilitate th=
e positive identification of enlisted IEA members, security features that p=
revent forgeries for these cards remain limited. Furthermore, in the absenc=
e of consistently used uniforms, presenting an ID card gains further weight=
 in terms of confirming the authenticity of the authority of an individual =
IEA member.<br /><br />The use of IEA ID cards is still reported to be spor=
adic and inconsistent, with large sections of IEA members not having been i=
ssued a card, while others may not carry it diligently. Where they have bee=
n issued, commonly found misspellings of titles and names as well as damage=
s and discolourations can render it difficult to distinguish between forged=
 and genuine ID cards.<br /><br />Given these limited barriers to fraudulen=
t use, OCGs in particular may seek to forge and use IEA ID cards to facilit=
ate various premeditated crimes by capitalising on the improved access and =
authority the cards provide. As a result, when being presented with a forge=
d IEA ID card, NGO guard staff may wrongly grant access to secure compounds=
, while travelling NGO staff members may comply with raised demands for ill=
egal tolls at vehicle checkpoints. This effect is likely to be even more he=
ightened in situations with limited access to external authorities to verif=
y the identity of the individuals presenting the IEA ID cards, such as duri=
ng late evening hours or while travelling through a remote area.<br /><br /=
>While the reason for their dismissal is unconfirmed, the fact that the two=
 individuals had reportedly been expelled from the IEA over unspecified acc=
usations could indicate previous involvement in criminal activity. Based on=
 their background, following their dismissal, the individuals may have atte=
mpted to rejoin IEA forces outside their original deployment area in Malest=
an District, by procuring forged ID cards and relocating to Nili.</p>

<p>NGOs are advised to brief their staff members on the possible use of for=
ged IEA ID cards by criminal elements. Where possible, NGO staff members sh=
ould seek to visually inspect presented ID cards for obvious signs of forge=
ry, such as misprints of key elements or the use of inferior materials, and=
 compare them with other ID cards presented by confirmed IEA members.<br />=
<br />NGO staff members should verify the identity of IEA members demanding=
 access to NGO compounds via established connections to local authorities b=
efore granting them access to the compound. Before granting entry, NGO staf=
f are advised to inform their security focal point and local IEA authoritie=
s responsible for NGOs immediately. NGO staff are further advised to comply=
 with the directives of confirmed IEA members, while maintaining their pers=
onal safety.<br /><br />Contacts of relevant IEA officials should be shared=
 among staff members, in particular with guard staff. NGOs are advised to e=
stablish specific lines of communication to be used in the event of IEA mem=
bers seeking access to NGO premises.</p>
