<p style=3D"text-align: justify;">At the time and location indicated above,=
 an NGO driver parked an unmarked NGO vehicle by the roadside while waiting=
 to pick up a colleague from their residence. <br /><br />Several minutes a=
fter the arrival of the NGO vehicle, a group of at least three unknown indi=
viduals driving in a sedan-type Corolla approached the parked vehicle, thre=
atened the driver with a handgun, and forced him out of the vehicle. The as=
sailants then entered the vehicle and escaped, along with their own vehicle=
. The staff member remained unhurt during the incident. <br /><br />Followi=
ng the incident, senior NGO members informed IEA officials and requested as=
sistance in recovering the vehicle, which was equipped with a GPS tracking =
device. After NGO staff noticed the vehicle had stopped moving within a res=
idential area of PD 12 and informed the authorities, IEA forces conducted a=
 targeted search operation at several local residences at approximately 084=
0 hrs. IEA forces eventually recovered the stolen vehicle at a private resi=
dence and arrested one suspect at the scene. IEA forces opened an investiga=
tion into several missing items from the vehicle and subsequently returned =
the vehicle to the NGO later that day.<br /><br />The incident marks the tw=
entieth robbery impacting NGO staff members in Kabul and the twenty-sixth v=
ehicle hijacking recorded in the province since 15 August. It also represen=
ts the second vehicle hijacking impacting an NGO vehicle in Kabul since 13 =
October 2021, when armed individuals shot two NGO staff members during a ve=
hicle hijacking in the Kart-e Aryana area of PD 2, one of whom died of his =
injuries.</p>

<p style=3D"text-align: justify;">Based on the fact that the assailants tar=
geted the vehicle during a routine stop made at the same location and at th=
e same time on a daily basis, it is assessed as highly likely that the act =
was premeditated and specifically targeted against the vehicle. OCG members=
 operating in the general vicinity most likely noticed this recurring patte=
rn and surveilled the movements of the vehicle over an extended period of t=
ime.<br /><br />In doing so, the assailants would have been able to identif=
y a weak point in the vehicle's movement plan. The scheduled 0730 hrs stop =
on Street 12 likely represented the most vulnerable moment of this route ba=
sed on the duration of the stop and the absence of nearby security forces, =
allowing the assailants to position themselves in the vicinity ahead of tim=
e and wait for the arrival of the vehicle.<br /><br />While the hijacking a=
ppears to have expressly targeted the vehicle, it remains unclear whether t=
he assailants were aware of its connection to an NGO. The vehicle did not h=
ave any logos or branding associated with the NGO, or NGO license plates, w=
hich would have exacerbated a positive identification of the low-profile ve=
hicle as a potentially attractive NGO target. Instead, the assailants may h=
ave chosen this particular vehicle solely based on its observable routine m=
ovements, which presented them with a readily available target of opportuni=
ty. <br /><br />However, it is also conceivable that the assailants followe=
d the vehicle to the NGO compound as part of their initial surveillance of =
its route and conducted the hijacking because of the vehicle's NGO status. =
NGO personnel and assets are generally perceived as potentially high-value =
targets that are easily accessible due to oftentimes lax internal security =
protocols. While maintaining a low public profile during movements is still=
 recommended, the incident highlights hat observable routines can also make=
 unmarked low-profile NGO vehicles appear as an attractive target.<br /><br=
 />The rapid recovery of the vehicle within less than two hours demonstrate=
s the relevance of technical countermeasures, in particular GPS trackers, i=
n preventing the loss of NGO assets. The immediate response by NGO staff fu=
rther contributed to the successful recovery, as more technologically capab=
le OCGs are likely to discover and disable such tracking devices given suff=
icient time. <br /><br />Finally, the incident also illustrates that the in=
volvement of IEA members in the resolution of crime-related incidents can b=
e beneficial in some cases. However, resource constraints as well as broade=
r coordination issues between different departments, service branches, and =
units still persist and limit the general effectiveness of response operati=
ons.</p>

<div>NGOs are advised to review, retrain, and strictly enforce existing pro=
tocols for movement and counter-surveillance with all staff, such as identi=
fying individuals frequently observed along a specific route; avoiding the =
sharing of sensitive information on NGO operations with third parties and o=
nly sharing such information on a need-to-know basis within the organisatio=
n; and reporting any suspected surveillance attempts or external pressure i=
mmediately to respective security focal points.<br /><br />Where practical,=
 NGOs should always seek to ensure recurring movements necessary for their =
operations, such as staff shuttling and site visits, feature minor variatio=
ns in terms of routes taken and timings.<br /><br /></div>
<div>NGO staff are further encouraged to travel with several people in the =
vehicle. While COVID-19-related mitigation measures remain essential and sh=
ould be followed, two or three people in addition to the driver inside the =
vehicle may make criminal elements deem the vehicle and its occpants to be =
a harder target.<br /><br />In order to support any recovery efforts in cas=
e of theft, NGOs should explore the use of additional technical deterrents =
and security measures such as tracking devices, alarms, steering wheel lock=
s, hood locks and kill switches, where practicable.<br /><br />If confronte=
d by armed or unarmed criminals in a vehicle hijacking or other forms of vi=
olent crime, NGO staff members should comply with issued demands, within re=
ason, in order to minimise the likelihood of casualties. Staff members are =
furthermore advised to attempt de-escalation in any situation that appears =
likely to lead to violence.</div>
