proximatively 400 IEA members launched a large-scale search operation to su=
ppress suspected NRF elements operating in the area. On 24 January, at appr=
oximatively 0900 hrs, heavy armed clashes with SAF and RPGs were reported b=
etween IEA forces and OAG members in the Kazar Darah area in the Charkh-e F=
alak Village of Khost District.<br /><br /></div>
<div style=3D"text-align: justify;">The IEA-authored search operation ended=
 on 25 January at approximatively 1650hrs and IEA members involved in the o=
ffensive returned to the Khost DAC, and Freng and Guzargah-e Nur districts.=
 As a result of the operation, 14 IEA members were killed and eight others =
were wounded, while from the NRF side, four fighters were killed, and 20 ot=
hers surrendered to the IEA forces following mediation through the local el=
ders.<br /><br /></div>
<div style=3D"text-align: justify;">On 04 February, at approximatively 0900=
hrs, the local leadership sent 150 IEA members in military vehicles from Pu=
l-e Khumri City to Dara-e Samandan, Paskandi, Anamak, and Taghanak areas of=
 Pul-e Hesar District. Furthermore, an unknown number of IEA members from s=
everal villages of Bano District are currently present in Andarab DAC.</div=

on of the mentioned IEA contingent in Khost District is in preparation for =
possibly future similar search operations. This may have been triggered by =
rumours regarding NRF recruitment in addition to past NRF-claimed operation=
s and additional unidentified gunmen attacks in the Baghlan Province, prima=
rily in Khost and Andarab districts. &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Since 15 August until the time of writi=
ng, only five IEA-authored search and seize operations were carried out in =
an attempt to supress suspected OAG operations on the Bano-Pul-e Hesar- Kho=
st axis. As a result of these operations six NRF members were killed, anoth=
er 25 were arrested and an unspecified number of firearms were seized. The =
IEA-authored search operation carried out on 24 of January is by far the la=
rgest of its type both by area as well as by the number of forces involved =
and it is likely that similar operations will be organised in the area and/=
or neighbouring districts.<br /><br /></div>
<div style=3D"text-align: justify;">At the time of writing, it is assessed =
that OAGs&rsquo; operations remain limited. While in the past three months =
NRF claimed, via social media, a relatively high number of attacks on IEA p=
ositions, mainly checkpoints, these claims could not be independently be co=
nfirmed. Local reports suggest that in the Northeast Region, NRF operations=
 are reduced to recruitment and re-establishing of logistic routes for futu=
re operations. Pro-NRF social media accounts suggest a possible large-scale=
 operation against IEA positions in the Northeast Region, although the curr=
ent situation on the ground does not back this narrative.<br /><br /></div>
<div style=3D"text-align: justify;">At the moment it is assessed that there=
 is no increase in IDF threat to NGO staff members. The OAGs operational ar=
eas are, in most cases, remote mountainous areas that offer strategic advan=
tage for asymmetric attacks against standard military formations employed b=
y the IEA security forces. It is likely that NRF will avoid settlements and=
 will only sporadically venture to resupply their forces or attack IEA posi=
tions before the coming of spring.<br /><br /></div>
<div style=3D"text-align: justify;">Heightened IEA security posture in the =
area is likely to result in tightened access restrictions for NGOs. IEA sec=
urity forces deployed in the aforementioned areas are likely to exercise in=
creased scrutiny, in checkpoints as well as while patrolling, against resid=
ents and NGO staff members alike. IEA security forces are known to regularl=
y interrogate travellers regarding their itinerary and purpose of their mov=
ements and to search electronic devices, such as laptops and smartphones, e=
specially when in areas that locals are suspected of supporting OAGs.</div>=

o inform their respective safety managers prior to planning road movement t=
o or in the vicinity of known operational areas of IEA security forces.<br =

<div style=3D"text-align: justify;">NGO staff members are further advised t=
o sanitise the content of their electronic devices and to respectfully foll=
ow the instructions of IEA security forces manning the checkpoints, within =
reasonable limits, to avoid potential escalations. When approaching IEA che=
ckpoints, NGO drivers should drive slowly keeping their hands on the steeri=
ng wheel unless instructed otherwise by IEA members, while the other staff =
members in the vehicle should refrain from making sudden moves that might s=
tartle the IEA forces. <br /><br />NGO staff members are advised to inform =
themselves on the local dynamics in the areas of operations, maintain good =
communication with local IEA authorities, community leaders, and residents =
and inform their respective safety managers.<br /><br /></div>
