								<p style=3D"text-align: justify;">On 14 January, a senior IEA offic=
ial physically assaulted an NGO staff member in Takhar Province. Following =
a humanitarian aid distribution, 70 aid kits remained undistributed due to =
the lack of attendance by the beneficiaries. NGO staff members were prepari=
ng the excess aid kits to be transported to a storage facility when the sen=
ior IEA official demanded that he take the remaining aid, claiming that he =
would handle distribution to the entitled beneficiaries. The NGO staff memb=
er overseeing the distribution process informed the IEA member that this wa=
s not possible. The negative response from the NGO staff member resulted in=
 a verbal dispute, which led the IEA member to assault the NGO staff member=
 physically. Following the incident, the IEA member left without taking any=
 of the distribution kits.</p>								</div>

ons is a re-occurring phenomenon. The 14 January incident is the second of =
its type reported in the Northeastern Region in 2022. On 11 January, armed =
IEA members pressured NGO staff members, part of a survey team, to include =
individuals related to them in the aid distribution lists. Reporting these =
incidents to the authorities remains a challenge. In some instances, the IE=
A members responsible for receiving such reports have taken part in the int=
erference or is affiliated to IEA embers which have.<br /><br />The threat =
of interference remains for NGOs involved in humanitarian aid distribution =
and can translate into a risk to NGO staff members distributing aid on the =
ground. The potential interference by senior IEA officials in the aid distr=
ibution process adds to NGOs&rsquo; concerns regarding the availability of =
cash in banks. Furthermore, in some cases, residents, alleged unqualified b=
eneficiaries,&nbsp; pressure NGOs to include them in the humanitarian aid d=
istribution lists. In the short to medium term, NGOs involved in aid distri=
bution will likely continue to face increasing challenges as the authoritie=
s have yet to address issues with the chain of command as well as the conti=
nued economic contraction impacting civilians and IEA members alike.<br /><=
br />The threat of interference in NGO operations has seldom resulted in vi=
olence against NGO staff members. While since 15 August INSO logged 10 NGO-=
related security incidents, the 14 January incident is the only recorded ca=
se of physical violence against NGO staff members, in the Northeastern Regi=
on. When NGO management employed relevant deconfliction measures at aid dis=
tribution centres or in areas where survey teams were deployed, project imp=
lementation was unhindered. The emergency relief coordination and humanitar=
ian access negotiation remain essential for obtaining consent from all IEA =
parties concerned and they are a fundamental prerequisite to effective huma=
nitarian action in contexts of social and economic insecurity in addition t=
o sporadic armed conflict.<br /><br /></div>
<div style=3D"text-align: justify;">Humanitarian negotiation of access rema=
ins essential to safeguarding the humanitarian space. In order to ensure pr=
ovision of assistance and protection to eligible beneficiaries, NGO staff m=
embers need to have the ability to negotiate with all actors, especially in=
 situation of crisis or conflict. In seven out of 10 of the NGO-related inc=
idents, the mediation efforts of the NGO&rsquo;s staff members prevented fu=
rther escalation and had a positive outcome. The absence of a structured ap=
proach to humanitarian negotiation is likely result in NGO staff members in=
teracting with IEA members in an ad hoc manner, with less-than-optimal outc=
omes.&nbsp;</div>								</div>

econfliction procedures and to instruct staff participating to the project =
implementation processes on these procedures prior to deployment, their res=
ponsibilities and reaction in case of incidents. Additionally, the humanita=
rian access negotiation process should include communications with all the =
relevant IEA authorities, provincial and district level civil servants, sec=
urity actors, and community leaders, and ideally establish Point of Contact=
s.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs should seek to obtain written appr=
ovals from IEA authorities. Additionally, voice messages of these IEA appro=
vals could be recorded, as IEA rank-and-file members have previously proven=
 unfamiliar with humanitarian assistance-specific documentation. <br />&nbs=
p;&nbsp;&nbsp;&nbsp;</div>
<div style=3D"text-align: justify;">NGOs are advised to remain cognisant of=
 the risk posed by physically opposing armed IEA members, establish clear p=
rocedures to de-escalate the situation, and brief the staff participating i=
n the humanitarian assistance delivery process on the approach prior to the=
 beginning of the activities.<br />&nbsp;</div>
<div style=3D"text-align: justify;">NGOs are further advised to report inci=
dents regarding the interference in their operations of the local IEA autho=
rities to the established coordination bodies to be raised with the provinc=
ial or Kabul-based IEA leadership.</div>
<div style=3D"text-align: justify;"><br />NGOs are further advised to turn =
down, within reason, any requests or demands from local IEA&nbsp; members t=
o participate in the beneficiary selection or aid distribution process, as =
this contradicts the humanitarian principles.</div>								</div>
