<div style=3D"text-align: justify;">The SAR synthesises the unique data com=
piled by our global network of field platforms, and contained within our fl=
agship Quarterly Reports in each country, to produce a strategic overview t=
hat we hope will inform situational awareness, operational planning and pol=
icy development on humanitarian safety and access.<br /><br /></div>
<div style=3D"text-align: justify;">For 2021, NGO incident volumes decrease=
d slightly, but serious cases increased in both aggregate and proportional =
terms. The total number of humanitarians abducted or killed in 2021 increas=
ed by 11% and 13% respectively. DRC contributed to the abduction rise with =
cases increasing significantly in 2021. June alone witnessed over a third o=
f all NGO fatalities in the year, largely due to a combination of a high ca=
sualty incidents in Afghanistan, a variety of shootings and assaults in Sou=
th Sudan and an indirect fire incident in Syria. Consistent with prior peri=
ods, national staff accounted for the overwhelming majority of victims, but=
 the annual share of international staff impacted in serious cases increase=
d from 2% to 5%.<br /><br /></div>
<div style=3D"text-align: justify;">Additional contextual themes observed d=
uring the year include:<br /><br /></div>
<div style=3D"text-align: justify;">Domestic crises significantly impacted =
several contexts with a second coup in Mali and government collapse in Afgh=
anistan the most notable examples. Also of note, during the drafting of thi=
s edition of the SAR, military officers launched a successful coup against =
the government in Burkina Faso. Where such developments occur, NGOs should =
assess their immediate impacts and emphasise their neutrality and needs-bas=
ed approaches to aid while also examining how domestic crises can impact th=
e stance of relevant international actors.<br /><br /></div>
<div style=3D"text-align: justify;">OAGs, particularly those in African con=
texts, remained dynamic and often came into direct conflict with each other=
. In turn, gov-aligned groups and local militias were prominent or mobilise=
d in Iraq, CAR, Burkina Faso, Niger and Mali with varying consequences, but=
 national frustrations with militia casualties in Burkina Faso partly serve=
d as a driver for the recent coup. Where these groups are present, NGOs sho=
uld continue to invest in actor analysis and relationship mapping to inform=
 their risk management and engagement strategies.<br /><br /></div>
<div style=3D"text-align: justify;">Amid a number of regional developments,=
 the redeployment of French and American forces shaped dynamics in Iraq, Bu=
rkina Faso, Mali and Afghanistan, while other relevant actors sought to fil=
l vacuums, particularly Russian armed personnel. Further, a reported deploy=
ment of Russian troops along the Ukraine border caused alarm at the possibi=
lity of a significant escalation in conflict. Regional dispositions, as wel=
l as internal dynamics among significant international conflict actors, sho=
uld be monitored for indicators of shifts that may extend to relevant conte=
xts. &nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Risk associated with explosives in the =
form of IEDs, suicide bombers, mines and explosive remnants of war was prom=
inent or rose from previously limited levels in several contexts, including=
 Somalia, DRC, CAR and Iraq. Where explosives are prevalent, NGOs should ad=
here to standard best practices in relevant security risk management as wel=
l as managing their proximity to potential military targets. &nbsp;<br /><b=
r /></div>
<div style=3D"text-align: justify;">The next&nbsp;<strong>NGO Incidents Ove=
rview</strong>, our monthly assessment of NGO incidents and trends across I=
NSO&rsquo;s platforms, will be released by 11 February. The team will also =
deliver another webinar in March focusing on pressing developments for huma=
nitarians in a yet to be determined context.<br /><br /></div>
