ant to assess the need for humanitarian assistance in the area, armed IEA m=
embers demanded the NGO employees to include them in the lists of beneficia=
ries for aid distribution, in Badakhshan Province. The NGO staff managed to=
 explain the procedures regarding the survey process and to defuse the situ=
ation, the IEA members leaving the area without further inquiries.</p>					=

								<div style=3D"text-align: justify;">The incident on 11 January, is =
neither unique nor a new pattern of behaviour. Anecdotal reporting suggests=
 that attempts at interfering in aid distribution have been common in IEA-c=
ontrolled districts in the recent years prior to the takeover. As such, thi=
s type of behaviour does not represent a new threat or access constraint bu=
t rather highlights the existing issues with local IEA members. They, in so=
me cases, lack a clear understanding of NGO operations and principles, maki=
ng repetitive engagements with the local and higher authorities a critical =
element of NGO operational planning.<br /><br /></div>
<div style=3D"text-align: justify;">In another attempt to benefit from NGO =
operations, reports indicate that on different occasions, IEA members have =
tried to interfere in the recruitment process of NGOs by imposing relatives=
 or peers as candidates. According to NGOs operating in the province, compl=
aints about such incidents have been difficult to file, as a lack of unifor=
ms or other identifying markers of the culprits makes it difficult to ascer=
tain affiliation.<br /><br /></div>
<div style=3D"text-align: justify;">Reporting interferences through appropr=
iate independent coordination bodies remain the only viable solution to pre=
vent such incidents in the future. IEA authorities at the national level ar=
e most likely unaware of provincial authorities&rsquo; interferences in NGO=
 operations, indicating the level of autonomy enjoyed by the local administ=
ration and security forces. The lack of clear and formalised means of repor=
ting interferences by the rank-and-file IEA members is an impediment to NGO=
 staff to locally address the issue. Additionally, the difficulties with id=
entifying the culprits due to the lack of distinctive identification marker=
s is likely to further enable them to continue with this behaviour unless N=
GOs report the such interference to the relevant coordination body to be ra=
ised with the Kabul-based IEA leadership. NGO staff&rsquo;s attempts to phy=
sically resist IEA members&rsquo; interference in the distribution of relie=
f assistance, goods required to ensure survival, such as basic foodstuffs, =
and especially cash distributions are likely to result in verbal assaults o=
r even physical violence, therefore the NGO staff should refrain from such =
actions and apply relevant pre-approved protocols.<br /><br /></div>
<div style=3D"text-align: justify;">Incidents of interference in humanitari=
an aid distribution will likely continue or may increase in frequency as NG=
Os and humanitarian organisations attempt to address the rising needs of th=
e population. As the current economic situation is expected to further impa=
ct the capacity of both civilians and IEA members to purchase basic supplie=
s such as staple food items and heating fuel, there is an increased likelih=
ood that similar incidents will reoccur. NGOs remain the main distributors =
of humanitarian aid, and as economic pressure on residents grows, they may =
increasingly resort to criminal activity, presenting risks to NGO staff mem=
bers on the ground.</div>								</div>

 access is negotiated with all relevant authorities before initiating a pro=
ject. The contact information regarding the relevant local authorities shou=
ld be readily available as well as authorisation letters, to enable de-esca=
lation if approached by IEA members on the ground. In more remote setups, N=
GOs are encouraged to try and obtain verbal approval of the local authoriti=
es via voice messages as most IEA rank-and-file members might not be used t=
o the NGO-specific documentation.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to remain cognisant of=
 the risk posed by physically opposing armed IEA members, establish clear p=
rocedures to de-escalate the situation, and brief the staff participating i=
n the humanitarian assistance delivery process on the approach prior to the=
 beginning of the activities. During the encounters with IEA members, NGO s=
taff members should consider their own safety, the reputation of the NGO an=
d the humanitarian principles.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to remain aware of the=
 risk that IEA members may try to interfere in humanitarian aid distributio=
n, and the association of such members with the NGO might leave the latter =
open to negative behaviours from the members of the local community, especi=
ally from those that did not benefit from the aid distribution process.<br =
/><br /></div>
<div style=3D"text-align: justify;">NGO security managers are encouraged to=
 liaise with and report to relevant humanitarian coordination bodies. Relev=
ant internal procedures should be established to escalate the matter to the=
 Kabul-based IEA level of authority that is likely to remove any risk of re=
taliation of local IEA authorities against NGO staff.</div>								</div>
