rong> Following the end of road clearance operations, access along the Kabu=
l-Jalalabad Highway has been restored.<br /><br />Road access in the remain=
ing previously indicated areas in Parwan, Bamyan, and Daykundi provinces re=
mains cut off, as of the time of writing.<br /><br />The previous advisory =
to review the viability of existing movement plans along the indicated high=
ways as well as internal travel safety protocols remains in place.<br /><br=
 />NGOs should continue to seek confirmation on the status of the cleared h=
ighway section before travelling, as conditions may deteriorate again in ca=
se of renewed inclement weather.<br /><br /><strong>As of 22 January, 0845 =
hrs:</strong> Following renewed heavy snowfall and rainstorms, travel along=
 the majority of main highways through Central Region has been temporarily =
cut off. Local authorities have launched route clearance operations in the =
affected areas to restore access.<br /><br />Affected highways include the =
Charikar-Pul-e Khumri Highway, where access is closed down in the <a href=
=3D"https://goo.gl/maps/kJop8iyGPPwv9wet5">Salang Pass</a> area in Salang D=
istrict, Parwan Province.<br /><br />In Kabul Province, travel along the Ka=
bul-Jalalabad Highway is cut off in the <a href=3D"https://goo.gl/maps/uLcs=
eVL5kxbTtgsH9">Mahipar</a> area of Surobi District following a rockslide.<b=
r /><br />In Bamyan Province, Shibar District, travel along the Maydanshahr=
-Bamyan Highway is cut off in the <a href=3D"https://goo.gl/maps/N35hEWGHmf=
SpiDzD7">Kotal Haji Gak</a> area, while travel along the Charikar-Bamyan Hi=
ghway is interrupted in the <a href=3D"https://goo.gl/maps/AK2DkGbHXpJs72Ln=
8">Kotal-e Shibar</a> area. The Bamyan-Nili Highway is cut off in the <a hr=
ef=3D"https://goo.gl/maps/qVrRt1R6Rz7ZKs3Y7">Kotal-e Shato</a> area in Yaka=
wlang District, as well as in the <a href=3D"https://goo.gl/maps/4nsVjoD1XR=
dPcFif8">Kotal-e Qounaq</a> area in Waras District. The Panjab-Lal Wa Sarja=
ngal Highway is cut off in the <a href=3D"https://goo.gl/maps/zMhmDjvqNAj68=
nTy8">Khar Quol</a> and <a href=3D"https://goo.gl/maps/mm3dDTeZd1WNQE869">P=
ay-e Kotal</a> areas of Panjab District.<br /><br />In Daykundi Province, a=
ll main highways leading into Nili have been closed down. The Nili-Bamyan H=
ighway is currently closed down in the <a href=3D"https://goo.gl/maps/oTCCN=
nu7i7MzDmSo9">Kotali Chabalk</a> and <a href=3D"https://goo.gl/maps/kSUkjCb=
BhxZD8vHx6">Kotali Seya Boghondi</a> areas of Shahrestan District. The Nili=
-Tirin Kot Highway is cut off in the <a href=3D"https://goo.gl/maps/8FJxqJn=
sBYTdyVxaA">Kotal-e Tamazan</a> area of Pato District. The northward highwa=
y leading from Nili to Khadir and Ashtarlay districts is closed down in the=
 <a href=3D"https://goo.gl/maps/KS3S7Jt8Q1rEG3HB9">Meyana Qoul</a> area of =
Nili District.<br /><br />Travel along main highways across Central Region =
will continue to face frequent disruptions until the end of winter. While t=
he status of most secondary roads remains unconfirmed, similar extensive ro=
ute closures can be expected to occur along secondary roads as well, partic=
ularly in mountainous provinces. The IEA is likely to prioritise the cleari=
ng of main roads over secondary roads, meaning that accessing already remot=
e areas will become increasingly difficult, and previously accessible areas=
 will become harder to reach.<br /><br />As a result of the extended road c=
losures, increased traffic congestion can be expected in the affected areas=
, as motorists may be forced to stay put for extended periods of time. Indi=
vidual motorists may attempt to cross closed down routes, which can pose an=
 additional secondary risk to other travellers and further exacerbate route=
 clearance operations. Furthermore, accommodation along affected highways m=
ay face overbooking due to unplanned overnight stays of motorists unable to=
 continue their travel.<br /><br />The majority of indicated route closures=
 occurred in established choke points along the highways, such as Salang Pa=
ss in Parwan Province or Kotal Haji Gak in Bamyan Province as a result of t=
heir specific geography. While these areas regularly close down due to adve=
rse weather conditions, authorities have not put any additional effective r=
oad safety measures in place in recent years to limit the likelihood of sim=
ilar closures reoccurring during the winter months at the currently elevate=
d frequency.<br /><br />Road conditions in the region are unlikely to signi=
ficantly improve until spring, despite ongoing IEA road clearance operation=
s. As such, local authorities may decide to close off sections of main road=
s at short notice as a preventative measure intended to prevent accidents, =
while formally open roads may be impassable in practice, particularly in re=
mote areas.<br /><br />NGOs are advised to review the viability of existing=
 movement plans along the indicated highways based on the latest route clos=
ures and non-essential ground movements should be reconsidered. Drivers and=
 other staff members travelling should be familiar with internal response p=
rocedures in case of sudden route closures and road traffic accidents.<br /=
><br />NGOs are further advised to seek to confirm the status of both main =
and secondary roads they intend to use for road movements through local int=
ermediaries as close to departure as possible.<br /><br />Adequate maintena=
nce should be ensured for all NGO vehicles used in planned movements and th=
e presence of necessary emergency items (e.g. first aid kit, drinking water=
 reserve, spare warm clothing) should be confirmed prior to departure.<br /=
><br />While travelling along roads affected by snowfall, NGO vehicles shou=
ld travel with reduced speed and full lights in order to maximise visibilit=
y. Conducting road movements outside settlements between dusk and dawn as w=
ell as through closed down sections of highways is strongly discouraged.</d=
