previously indicated areas in Parwan, Bamyan, and Daykundi provinces remain=
s cut off, as of the time of writing.<br /><br />The previous advisory to r=
eview the viability of existing movement plans along the indicated highways=
 as well as internal travel safety protocols remains in place.<br /><br />N=
GOs should continue to seek confirmation on the status of the cleared highw=
ay section before travelling, as conditions may deteriorate again in case o=
f renewed inclement weather.<br /><br /><strong>As of 0845 hrs:</strong> Fo=
llowing renewed heavy snowfall and rainstorms, travel along the majority of=
 main highways through Central Region has been temporarily cut off. Local a=
uthorities have launched route clearance operations in the affected areas t=
o restore access.</div>

<p style=3D"text-align: justify;"><br />Affected highways include the Chari=
kar-Pul-e Khumri Highway, where access is closed down in the <a href=3D"htt=
ps://goo.gl/maps/kJop8iyGPPwv9wet5">Salang Pass</a> area in Salang District=
, Parwan Province.<br /><br />In Kabul Province, travel along the Kabul-Jal=
alabad Highway is cut off in the <a href=3D"https://goo.gl/maps/uLcseVL5kxb=
TtgsH9">Mahipar</a> area of Surobi District following a rockslide.<br /><br=
 />In Bamyan Province, Shibar District, travel along the Maydanshahr-Bamyan=
 Highway is cut off in the <a href=3D"https://goo.gl/maps/N35hEWGHmfSpiDzD7=
">Kotal Haji Gak</a> area, while travel along the Charikar-Bamyan Highway i=
s interrupted in the <a href=3D"https://goo.gl/maps/AK2DkGbHXpJs72Ln8">Kota=
l-e Shibar</a> area. The Bamyan-Nili Highway is cut off in the <a href=3D"h=
ttps://goo.gl/maps/qVrRt1R6Rz7ZKs3Y7">Kotal-e Shato</a> area in Yakawlang D=
istrict, as well as in the <a href=3D"https://goo.gl/maps/4nsVjoD1XRdPcFif8=
">Kotal-e Qounaq</a> area in Waras District. The Panjab-Lal Wa Sarjangal Hi=
ghway is cut off in the <a href=3D"https://goo.gl/maps/zMhmDjvqNAj68nTy8">K=
har Quol</a> and <a href=3D"https://goo.gl/maps/mm3dDTeZd1WNQE869">Pay-e Ko=
tal</a> areas of Panjab District.<br /><br />In Daykundi Province, all main=
 highways leading into Nili have been closed down. The Nili-Bamyan Highway =
is currently closed down in the <a href=3D"https://goo.gl/maps/oTCCNnu7i7Mz=
DmSo9">Kotali Chabalk</a> and <a href=3D"https://goo.gl/maps/kSUkjCbBhxZD8v=
Hx6">Kotali Seya Boghondi</a> areas of Shahrestan District. The Nili-Tirin =
Kot Highway is cut off in the <a href=3D"https://goo.gl/maps/8FJxqJnsBYTdyV=
xaA">Kotal-e Tamazan</a> area of Pato District. The northward highway leadi=
ng from Nili to Khadir and Ashtarlay districts is closed down in the <a hre=
f=3D"https://goo.gl/maps/KS3S7Jt8Q1rEG3HB9">Meyana Qoul</a> area of Nili Di=
strict.<br /><br />Travel along main highways across Central Region will co=
ntinue to face frequent disruptions until the end of winter. While the stat=
us of most secondary roads remains unconfirmed, similar extensive route clo=
sures can be expected to occur along secondary roads as well, particularly =
in mountainous provinces. The IEA is likely to prioritise the clearing of m=
ain roads over secondary roads, meaning that accessing already remote areas=
 will become increasingly difficult, and previously accessible areas will b=
ecome harder to reach.<br /><br />As a result of the extended road closures=
, increased traffic congestion can be expected in the affected areas, as mo=
torists may be forced to stay put for extended periods of time. Individual =
motorists may attempt to cross closed down routes, which can pose an additi=
onal secondary risk to other travellers and further exacerbate route cleara=
nce operations. Furthermore, accommodation along affected highways may face=
 overbooking due to unplanned overnight stays of motorists unable to contin=
ue their travel.<br /><br />The majority of indicated route closures occurr=
ed in established choke points along the highways, such as Salang Pass in P=
arwan Province or Kotal Haji Gak in Bamyan Province as a result of their sp=
ecific geography. While these areas regularly close down due to adverse wea=
ther conditions, authorities have not put any additional effective road saf=
ety measures in place in recent years to limit the likelihood of similar cl=
osures reoccurring during the winter months at the currently elevated frequ=
ency.<br /><br />Road conditions in the region are unlikely to significantl=
y improve until spring, despite ongoing IEA road clearance operations. As s=
uch, local authorities may decide to close off sections of main roads at sh=
ort notice as a preventative measure intended to prevent accidents, while f=
ormally open roads may be impassable in practice, particularly in remote ar=
eas.<br /><br />NGOs are advised to review the viability of existing moveme=
nt plans along the indicated highways based on the latest route closures an=
d non-essential ground movements should be reconsidered. Drivers and other =
staff members travelling should be familiar with internal response procedur=
es in case of sudden route closures and road traffic accidents.<br /><br />=
NGOs are further advised to seek to confirm the status of both main and sec=
ondary roads they intend to use for road movements through local intermedia=
ries as close to departure as possible.<br /><br />Adequate maintenance sho=
uld be ensured for all NGO vehicles used in planned movements and the prese=
nce of necessary emergency items (e.g. first aid kit, drinking water reserv=
e, spare warm clothing) should be confirmed prior to departure.<br /><br />=
While travelling along roads affected by snowfall, NGO vehicles should trav=
el with reduced speed and full lights in order to maximise visibility. Cond=
ucting road movements outside settlements between dusk and dawn as well as =
through closed down sections of highways is strongly discouraged.</p>
