<p style=3D"text-align: justify;">On 20 January at approximately 1205 hrs, =
an NGO staff member observed a compound guard enter the upper floor of the =
NGO's guesthouse and proceed to enter personal rooms of expatriate staff me=
mbers in their absence.<br /><br />After being confronted while searching s=
everal bags in the centre of the room, the guard claimed to have checked on=
 an unspecified issue with the plumbing inside the room, before leaving the=
 scene abruptly. The line of questioning was later continued, with the guar=
d continuing to claim having entered the room to investigate an unclear, un=
reported issue with the plumbing.<br /><br />Staff members reported the inc=
ident to management. After the conclusion of an internal investigation, the=
 guard was dismissed, not before making threats to seek IEA assistance agai=
nst the NGO.</p>

<p style=3D"text-align: justify;">The incident demonstrates the low-impact,=
 but continuous risk posed by petty criminality perpetrated by staff member=
s to NGO assets, as access control measures beyond those implemented at the=
 outer compound perimeter are necessarily limited. In particular in residen=
tial properties such as guesthouses, operational requirements as well as sa=
fety considerations limit the feasibility of most common internal access co=
ntrol measures, such as the locking of doors to staff members&rsquo; privat=
e rooms at all times and maintaining a dedicated key registry. While such m=
easures would greatly decrease the likelihood of petty theft, in case of a =
security lockdown or fire emergency, locked doors may cause delays that wou=
ld increase the risk of loss of life.<br /><br />The detection of such pett=
y theft cases within NGO compounds is greatly complicated by its generally =
low impact in terms of stolen valuables or money. As a result, as with othe=
r forms of criminality within the general population, petty thefts at NGO c=
ompounds are believed to occur at a higher rate than is generally reported.=
 While the individual in the 20 January incident was caught in the act, in =
the majority of cases where personnel commit petty theft at NGO premises, t=
he often unhindered access to most areas of the premises shared by a large =
number of individuals further decreases the likelihood of petty thefts bein=
g successfully investigated and culprits being identified.<br /><br />The d=
eteriorating economic situation may lead to an increase in similar low-impa=
ct crime targeting NGO assets and staff members&rsquo; personal valuables i=
n the medium term. With rising costs of living, staff members are likely to=
 face additional economic pressures and external sources of stress, which c=
ould lead to an increase in crimes, both low and high impact, facilitated b=
y insiders.<br /><br />The possibility of dismissed staff members leveragin=
g potential personal connections to senior IEA officials also remains a con=
cern, as this may result in additional external pressure on NGOs. Similar a=
ttempts to use personal IEA connections in order to influence internal NGO =
decision making have been reported with regards to other HR-related process=
es, such as recruitment, in the past (see AFGHANISTAN/CENTRAL/R/14112021/#0=
01). However, in the absence of such personal leverage, staff members&rsquo=
; attempts to instrumentalise IEA members are unlikely to succeed when clea=
r cause for the dismissal can be presented to the authorities and may inste=
ad result in legal repercussions for the individual.</p>

<p style=3D"text-align: justify;">NGOs are advised to review their internal=
 standard operating procedures (SOPs) in response to petty criminality affe=
cting assets and staff members&rsquo; valuables. Consequences of and sancti=
ons for committing petty theft and any other form of crime should be clearl=
y communicated to all staff members.<br /><br />Irrespective of the economi=
c impact of the crime, NGOs should maintain detailed records of internal ac=
cusations, proceedings, and outcomes for future reference.<br /><br />When =
faced with threats of involving authorities in an extrajudicial manner by d=
ismissed staff members, NGOs should attempt to de-escalate the dispute thro=
ugh a mediation process, outlining the nature and grounds of the dismissal =
and presenting any relevant evidence and testimonies to demonstrate the mer=
its of the decision.<br /><br />NGOs are advised to encourage prospective a=
nd current employees to disclose personal links to the authorities in a con=
fidential manner in order to identify potential conflicts of interest. An i=
nternal due diligence process that includes vetting candidates for potentia=
l conflicts of interest or other items of concern should be included in the=
 recruitment process.</p>
