 1200 hrs, following a cash distribution, residents who were allegedly not =
entitled to humanitarian aid protested in front of an NGO&rsquo;s office in=
 Taloqan City, demanding to be added to the beneficiary list for aid distri=
bution. Subsequently, the demonstration turned violent, with participants t=
hrowing sticks and stones towards the NGO office. Anticipating further esca=
lation, the NGO staff requested support from the local IEA security forces.=
 The IEA deployed shortly after the call and addressed the crowd. However, =
the IEA members failed to disperse the crowd and left the scene without hav=
ing managed the situation. No individuals were hurt, and the IEA made no ar=
rests. Following further interaction with the participants to the protest, =
the NGO staff managed to defuse the situation and to disperse the crowd.<br=
 /><br /></div>
<div style=3D"text-align: justify;">The residents had been gathering in fro=
nt of the respective NGO&rsquo;s office for four days before the incident o=
ccurred and continued to demonstrate peacefully for another six days after.=
<br /><br /></div>
<div style=3D"text-align: justify;">On 06 January, residents demonstrated, =
between 0900 and 1200 hrs, in front of the Fayzabad Office of an NGO. The l=
ocal residents had been gathering in front of the NGO&rsquo;s office since =
28 December, although their presence had never been vocal or violent. Preve=
ntively, NGO staff called the IEA security forces to defuse the situation a=
nd instructed them not to bring their weapons. Shortly after, the IEA deplo=
yed, unarmed, and discussed with the residents, demanding that they refrain=
 from any violent act. While the IEA deployment did not disperse the crowd,=
 the situation remained calm, and no further incidents occurred.</div>					=

tion in the country increases the likelihood of demonstrations. While such =
incidents do not represent a new pattern and have been common during the pr=
evious administration, the drought, cash shortage, and decrease in value of=
 the local currency rendered a growing number of families reliant on aid di=
stribution.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs remain the main actor in the proce=
ss of distribution of humanitarian aid. Local administrations have minimal =
financial resources to redirect toward the most vulnerable of the residents=
. Furthermore, when entrusted to collect aid requests, IEA members had prev=
iously approved the request forms coming from applicants who demonstrated s=
upport to the current administration, related to or belonging to the same c=
ommunity as the IEA members. As the economic crises affect civilians and IE=
A members alike, it is highly likely that the involvement of IEA members in=
 the process of aid distribution will impact the independence of the proces=
s. Preferential distribution of humanitarian aid would significantly affect=
 the way the NGOs are perceived by the communities in which these operate, =
making demonstrations likely and potentially leading to violent behaviour.<=
br /><br /></div>
<div style=3D"text-align: justify;">Access to aid is likely to become more =
competitive and potentially violent in the coming months. With additional e=
xpenses incurred during the winter, due to the cold weather, further deprec=
iation in the value of the local currency, and the spike in the prices of f=
ood and non-food items, most of them being imported and therefore impacted =
by the rate exchange, the aid distribution becomes a matter of survival. Wh=
ile in the reported incident the IEA police forces, respecting the request =
of the NGO staff members, deployed unarmed and managed to defuse the situat=
ion in other cities, IEA members used verbal and physical intimidation to d=
isperse the protesters.</div>								</div>

e of the risk that the public blame for the alleged preferential treatment =
of aid recipients may be transferred to the NGO or that individual NGO staf=
f, even if not involved in the process, might be subject to negative attitu=
de by the members of the community that did not benefit from the humanitari=
an aid distribution process.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to turn down, within r=
eason, any requests or demands from local IEA administrations to participat=
e in the beneficiary selection or aid distribution process, as this contrad=
icts the humanitarian principles.<br /><br /></div>
<div style=3D"text-align: justify;">NGO security managers are encouraged to=
 liaise with local IEA security forces, to ask for their support in case of=
 need and if feasible. When requesting such support, NGOs need to explicitl=
y request that the intervention does not further escalate the situation.&nb=
