<p style=3D"text-align: justify;">On 18 January at approximately 1100 hours=
, IEA personnel at a mobile checkpoint in the bazaar area of Rukha DAC stop=
ped a pedestrian along the Charikar-Bazarak Highway. An altercation ensued =
after the individual had allegedly failed to respond to orders to stop at t=
he checkpoint, with IEA members physically assaulting the individual, resul=
ting in minor injuries.<br /><br />Local community representatives interven=
ed after IEA personnel were attempting to transport the individual to priso=
n, and eventually negotiated the release of the individual, who was able to=
 continue onward.<br /><br />The incident followed an earlier twin RCIED at=
tack against IEA vehicles at a checkpoint in the <a href=3D"https://goo.gl/=
maps/D1eF6fMUjRoCAkTA7">Bakhshi Khail</a> area of Rukha District at approxi=
mately 1040 hours, which killed four IEA members and wounded six others (se=
e AFGHANISTAN/CENTRAL/A/18012022/#002-U1). In response, IEA forces establis=
hed two additional mobile checkpoints along the main highway between Bakhsh=
i Khail and the Rukha DAC area and intensified their controls of passing ve=
hicles and pedestrians.</p>

<p style=3D"text-align: justify;">Despite its limited impact, the incident =
serves to illustrate the impact a heightened IEA posture in the immediate a=
ftermath of an attack can have on road travel conditions for NGO personnel =
and other civilians, particularly in areas with an active OAG presence, suc=
h as Panjshir Province. In addition to security cordons to prevent civilian=
 movement into or out of specific areas, the most visible signs of a height=
ened security posture include the reinforcement of existing checkpoints and=
 establishment of additional, temporary checkpoints near the site of a prev=
ious security-related incident, as well as intensifying patrols in the gene=
ral area.<br /><br />Interactions with IEA personnel during these periods m=
ay be more confrontational in nature due to their perception of an increase=
d general threat level and vulnerability to follow-up attacks, even in area=
s where interactions between NGO staff and IEA members had previously been =
positive. Controls at checkpoints are likely to be more frequent and in-dep=
th as part of a heightened defensive posture, as checkpoint personnel may p=
ose additional questions about each traveller, ask to see additional author=
isation documents, and search both vehicles and travellers themselves for a=
ny suspicious items.<br /><br />The incident in Bakhshi Khail demonstrates =
that as a result of these elevated levels of tension in the aftermath of at=
tacks, the risk of IEA members misidentifying civilians&rsquo; behaviour as=
 hostile, and escalate their use of force in response, is further elevated.=
 Failure to stop at an IEA checkpoint may be interpreted by checkpoint pers=
onnel as an attempt to bypass their control or conduct a hostile act agains=
t them. At the same time, given the central location of the checkpoint and =
time of the incident, the volume of traffic passing the checkpoint was like=
ly high, further reducing reaction time for motorists passing through the a=
rea and increasing the likelihood of a confrontation.<br /><br />However, f=
or motorists in particular, correctly identifying IEA personnel and a check=
point and responding accordingly continues to be complicated by the lack of=
 clearly recognisable uniforms and insignia of IEA personnel, as well as th=
e often makeshift character of some checkpoints. Moreover, as mobile checkp=
oints are generally only temporarily maintained, even individuals who routi=
nely travel along the highway would have been unaware of the presence of a =
checkpoint in the title area.</p>

<div>Where possible, road movements should be conducted by individuals who =
have recently travelled along the route and are familiar with established I=
EA checkpoints. Drivers familiar with the route should take note of visible=
 indicators of a heightened security posture (new temporary checkpoints, ad=
ditional patrols, intensified controls etc.), reduce vehicle speed, and ant=
icipate increased scrutiny from IEA forces at checkpoints in the area.<br /=
><br />Movements to and from vehicle and pedestrian checkpoints should alwa=
ys be conducted in a slow, controlled manner in order to avoid raising susp=
icions among IEA members manning the checkpoint. Drivers should be aware th=
at stopping orders may not be sufficiently visible and when in doubt, shoul=
d further slow down the vehicle and possibly seek verbal clarification from=
 checkpoint personnel, if safe to do so. Drivers should be reminded that IE=
A members manning checkpoints may not wear uniforms or other clear insignia=
 and should pay close attention to men, visibly armed or not, standing by t=
he roadside who appear to scrutinise and direct traffic.<br /><br /></div>
<div>NGOs should seek to limit the time spent at IEA checkpoints in order t=
o minimise the risk of secondary exposure to possible confrontations betwee=
n IEA members and other travellers. Keeping all relevant documents at hand =
and clear communications on the origin, destination, and purpose of the jou=
rney can all serve to reduce time spent at checkpoints.</div>
