<p style=3D"text-align: justify;">On 11 January, two NGO aid distribution e=
xercises in Kabul were separately affected by agitated crowds of beneficiar=
ies and unregistered individuals.<br /><br />In a mosque in the Arzan Qimat=
 area of PD 12, at approximately 1300 hrs, a group of NGO national staff me=
mbers were preparing the distribution of hygiene kits to beneficiaries, sup=
ported by local community elders. The exercise attracted a significant crow=
d, which included a large number of individuals not listed on the official =
distribution list. The crowd became increasingly agitated, as individuals w=
ere pushing to get to the distribution site, with members of the crowd taki=
ng 16 hygiene kits, of which eight were taken by unregistered individuals.<=
br /><br />IEA members stationed at a nearby checkpoint responded to the co=
mmotion and attempted to restrain the crowd, along with community represent=
atives and NGO staff.<br /><br />A second distribution exercise took place =
on the same day in a parking lot in the Kocha-e Tandor Sazi area in PD 1. A=
fter the end of the distribution at approximately 1600 hrs, a crowd of bene=
ficiaries rushed to the NGO truck distributing the hygiene kits, taking wit=
h them the remaining kits that had not been distributed to registered benef=
iciaries.</p>

<p>Although the 11 January incidents did not result in casualties among NGO=
 staff or members of the crowd, they nonetheless demonstrate the potential =
risks posed by escalations of tensions during the distribution of relief go=
ods to NGO personnel and assets.<br /><br />During the first distribution i=
n PD 12, the primary risk stemmed from the presence of individuals who had =
not been specifically identified as beneficiaries based on previously condu=
cted needs assessments, whose presence further increased the overall size o=
f the crowd. This, in turn, likely raised fears among beneficiaries that th=
e provided hygiene kits would not suffice for all present at the site.<br /=
><br />This possibility raises additional challenges for maintaining NGO st=
aff safety during aid distribution exercises, as capacities at assembly poi=
nts and access to the physical distribution point need to take into account=
 an unknown number of individuals potentially arriving at the scene. Open s=
paces, such as parking lots, sports grounds, or school yards, make it diffi=
cult to keep larger crowds from bypassing staff members and directly access=
ing relief goods. On the other hand, closed spaces, such as mosques or othe=
r indoor spaces, may offer more control to staff members to regulate access=
, but also increase the risk of altercations between beneficiaries competin=
g for access to the distribution point as well as stampedes.<br /><br />Sim=
ilarly, the presence of IEA members at the distribution site may help with =
preventing agitated crowds from targeting NGO staff members or aid supplies=
, but can also pose a risk, as they will generally carry firearms. In addit=
ion to the risk of accidental discharges, during previous public gatherings=
, IEA members have also used SAF as a means to control crowd movements, whi=
ch could result in casualties among beneficiaries, NGO staff, and any other=
 nearby individuals.<br /><br />Given currently elevated humanitarian needs=
 across the country, aid distribution exercises can be expected to continue=
 attracting larger crowds of unregistered individuals in the future. The cu=
rrent winter conditions and increased economic pressure on already vulnerab=
le communities are likely to further exacerbate this effect.</p>

cepts at their respective aid distribution sites, accounting for potentiall=
y agitated crowds, which may be larger in size than originally anticipated.=
 <br /><br />Special consideration should be given to access to the distrib=
ution point, balancing ease of access for beneficiaries with staff safety w=
hile preventing severe crowding of individuals in enclosed spaces.<br /><br=
 />During distribution exercises, clear and direct lines of communication s=
hould be maintained between NGO staff, queuing individuals, and local autho=
rities at all times in order to reduce the likelihood of sudden changes in =
crowd behaviour and manage expectations.</p>
