I am writing to share with you findings from REACH’s fourth round of 
assessments conducted in Hard-to-Reach (HTR) areas in Afghanistan. HTR 
districts are defined as areas that humanitarian actors struggle to access 
and provide assistance to due to their remoteness, proximity to armed 
clashes, and/or the presence of armed actors that limit access. Because of 
the difficulties in reaching these areas, there is often an information gap 
around the humanitarian situation and needs of populations residing there – 
an information gap which REACH aims to fill through its HTR assessment.

This assessment is conducted on a quarterly basis and aims to monitor 
humanitarian needs and vulnerabilities of populations in HTR areas. The HTR 
fourth round covered 3,533 settlements in 120 districts that were classified 
as hard-to-reach.

Key AAP findings:

In 24% of assessed settlements at least one household reportedly received 
assistance in the three months prior to data collection, a decrease of 8 
percentage points compared to the previous round.

Similarly to the previous round, the top three reported types of assistance 
received in assessed settlements in the three months prior to data 
collection were: Healthcare, Food and Seeds /  Other agricultural products.
