<p style=3D"text-align: justify;">At the indicated time and location, a gro=
up of 12 armed IEA members conducted a search operation at a high-rise apar=
tment building. <br /><br />Several residents, including an NGO national st=
aff member, who had attempted to leave the building and were unaware of the=
 search operation, were temporarily detained by IEA members at gunpoint out=
side the building. The IEA members seized residents' phones and held them o=
utside the building for approximately one hour while conducting the search,=
 forbidding them from talking or communicating with relatives.<br /><br />T=
he operation resulted in the arrest of two individuals on corruption charge=
s and the seizure of approximately USD 20,000 in cash from the suspects' ap=
artment. The suspects, who were not directly working for any government dep=
artment, had reportedly solicited bribes from individuals to facilitate var=
ious government services as well as smuggle them across the border into Pak=
istan.</p>

<p style=3D"text-align: justify;">The large sum of money seized during the =
operation suggests the arrested individuals were members of a well-organise=
d OCG, rather than opportunistic criminals. The fact that they reportedly h=
ad the necessary personal influence and connections to directly influence a=
dministrative processes further supports this assessment. It remains unclea=
r whether the operation also resulted in arrests of additional accomplices =
within government departments.<br /><br />Despite the apparent success of t=
he operation, the incident also highlights the collateral risks they may po=
se to civilians, including NGO staff members. In particular, the risk of ac=
cidental discharges or collateral casualties resulting from misidentificati=
on was significant, given the lack of effective communication prior to or d=
uring the operation, the unannounced presence of 12 armed individuals with =
limited identifying markers at a densely-populated high-rise apartment buil=
ding. The significant force deployment in order to detain two suspected "wh=
ite collar" criminals within a stand-alone apartment building with limited =
access points also indicates a <span data-dobid=3D"hdw">disproportionate </=
span>response to the encountered threat.<br /><br />Finally, the temporary =
detention of uninvolved residents outside the building for an extended peri=
od of time likely exposed them to additional physical and psychological str=
ess, given low temperatures at the time combined with a lack of clear commu=
nication and permission to communicate with relatives regarding their exten=
ded absence.</p>

ctives issued by confirmed IEA members during ongoing operations, while mai=
ntaining their personal safety.<br /><br />When being affected by an IEA op=
eration, NGO staff are advised to immediately contact their respective secu=
rity focal points, if safe to do so. If questioned by IEA personnel during =
search operations, NGO staff are further advised to inform IEA members of t=
he independent and neutral nature of their work.<br /><br />NGOs are advise=
d to share contact information for local IEA authorities responsible for NG=
O affairs with staff members and post relevant numbers in NGO locations. NG=
Os are advised to establish specific lines of communication to be used in t=
he event of such incidents.<br /><br />NGOs are encouraged to share similar=
 experiences with trusted partners and coordination bodies in a confidentia=
l manner.</p>
