UN AND PARTNERS LAUNCH PLANS TO HELP 28 MILLION PEOPLE IN ACUTE NEED IN AF=
GHANISTAN AND THE REGION
Geneva=2C 11 January 2022

The United Nations and non-governmental organizations will today launch jo=
int response plans aiming to deliver vital humanitarian relief to 22 milli=
on people in Afghanistan and support 5.7 million displaced Afghans and loc=
al communities in five neighbouring countries.

The humanitarian and refugee response plans combined require over US$5 bil=
lion in international funding in 2022.

People in Afghanistan face one of the world=E2=80=99s most rapidly growing=
 humanitarian crises. Half of the population face acute hunger=2C over 9 m=
illion people are displaced=2C millions of children are out of school=2C t=
he fundamental rights of women and girls are under attack=2C farmers and h=
erders are struggling amid the worst drought in decades=2C and the economy=
 is in free fall. Without support=2C tens of thousands of children are at=
 risk of dying from malnutrition as basic health services have collapsed.

Conflict has subsided=2C but violence=2C fear and deprivation continue to=
 drive Afghans to seek safety and asylum across borders=2C particularly in=
 Iran and Pakistan. More than 2.2 million registered refugees and a furthe=
r 4 million Afghans with different statuses are hosted in the neighbouring=
 countries. This has stretched the capacity of the communities hosting the=
m=2C and they also need support.

The UN Under-Secretary-General for Humanitarian Affairs and Emergency Reli=
ef Coordinator=2C Martin Griffiths=2C said: =E2=80=9CEvents in Afghanistan=
 over the past year have unfolded with dizzying speed and with profound co=
nsequences for the Afghan people. The world is perplexed and looking for t=
he right way to react. Meanwhile=2C a full-blown humanitarian catastrophe=
 looms.

=E2=80=9CMy message is urgent: don=E2=80=99t shut the door on the people o=
f Afghanistan. Humanitarian partners are on the ground=2C and they are del=
ivering=2C despite the challenges. Help us scale up and stave off wide-spr=
ead hunger=2C disease=2C malnutrition and ultimately death by supporting t=
he humanitarian plans we are launching today.=E2=80=9D

UN High Commissioner for Refugees Filippo Grandi said: =E2=80=9CThe intern=
ational community must do everything it can to prevent a catastrophe in Af=
ghanistan=2C which would not only compound suffering but would drive furth=
er displacement both within the country and throughout the region. At the=
 same time=2C we must also urgently scale up the response in support of re=
fugees and the communities that have hosted them for generations. The need=
s of refugees cannot be dismissed=2C nor can the generosity of host countr=
ies be taken for granted. They need support and they need it today.=E2=80=
=9D

The Afghanistan Humanitarian Response Plan requires $4.44 billion=2C the l=
argest humanitarian appeal ever launched. If funded=2C aid organizations c=
an ramp up the delivery of life-saving food and agriculture support=2C hea=
lth services=2C treatment for malnutrition=2C emergency shelter=2C access=
 to water and sanitation=2C protection and emergency education.

The Afghanistan Situation Regional Refugee Response Plan requires $623 mil=
lion in funding for 40 organizations working in protection=2C health and n=
utrition=2C food security=2C shelter and non-food items=2C water and sanit=
ation=2C livelihoods and resilience=2C education=2C and logistics and tele=
coms.

Mr. Griffiths and Mr. Grandi will host today=E2=80=99s launch at a virtual=
 event beginning at 11:30 a.m. CET.
