Central Asia Institute (CAI), with its headquarters at Bozeman, Montana, =
USA, is an international non-governmental organization dedicated to =
advancing education and livelihood skills, especially for girls and =
women, in remote areas of Afghanistan, Pakistan, and Tajikistan. =
CAI=E2=80=99s Theory of Change is Educate a Girl, Change the World. We =
envision a world in which women and girls have the education and skills =
to unlock their full potential and contribute to a better, brighter =
future for themselves and their families, communities, and countries. =
CAI=E2=80=99s approach is to work through local NGOs (=E2=80=9Clocal =
partners=E2=80=9D) to implement its programs and help build their =
capacity to deliver impactful and sustainable programming.=20

CAI is reaching out to Afghan NGOs who work in the education sector to =
request your participation in this Expression of Interest (EoI), which =
will potentially lead to an invitation to submit a full proposal, and if =
your application is accepted, a grant award. Please refer below for more =
details on EoI:=20

Program Summary: CAI has been working in Afghanistan since 2010 to help =
overcome education challenges and make underprivileged =
children=E2=80=99s dream of education come true. The primary goal of =
CAI=E2=80=99s programs in Afghanistan is to increase access to quality =
education in remote areas for those most in need and at risk of being =
left behind. While CAI program beneficiaries include both males and =
females, our programs are targeted to reach women and girls. CAI =
supports a range of program activities directed at overcoming barriers =
Afghan children face in accessing quality education and Afghan women =
encounter in pursuing a livelihood. This includes but is not limited to: =
supporting early childhood development classes; community-based =
education and non-formal education; adult literacy classes; mobile =
schools; scholarships for students and teachers; teacher training; =
improvement of hygiene and sanitation conditions to support adolescent =
girls; building schools and/or renovation of school infrastructure; and =
women=E2=80=99s vocational training and support.

Geographic Focus: Afghans living in rural areas are often insecure and =
less likely to have access to basic services. Historically, CAI has =
focused its work in remote and mountainous areas which are underserved =
and where children, especially girls, lack access to education.  In the =
past, we have supported programs in several provinces including =
Badakhshan, Nangahar, Kabul, and Kunar. While it is our preference to =
build on our programs in these provinces, our goal is to reach =
underserved, remote and mountainous communities where few other =
international organizations are present. To this end, we will consider =
proposed programs in that reach these communities in other provinces. =
CAI encourages its partners to conduct an assessment to identify unmet =
needs and design their programs accordingly. CAI strives to maximize the =
impact of its programs and requires its local implementing partners to =
monitor program results such as learning outcomes and school retention =
rates over time. Program activities are more likely to demonstrate =
results when they are fewer and deeper rather than too many and thinly =
spread out.=20

Target beneficiaries: CAI programs target children, women, and the =
community as a whole. Women and girls continue to face greater barriers =
to education and work and hence should constitute at least the majority =
of CAI program beneficiaries for any activity.=20

Implementation approach: CAI promotes a community-based approach, =
wherein the target community is actively involved in project planning =
and implementation based on its priorities; and helps to sustain the =
project. Depending on the situation, community contributions toward the =
project are highly encouraged to foster community ownership and =
sustainability.  =20

CAI highly encourages creativity and innovation in programs and promotes =
the use of technologies to deliver program activities more efficiently =
and effectively. For example =E2=80=93 pre-recorded sessions for =
children or radio education when schools are closed due to Covid-19. We =
also encourage project ideas that have the potential for scaling-up. =
Projects should also be technically sound and be culturally appropriate. =
To maximize the program impact, CAI encourages collaboration and =
coordination with relevant programs and organizations.

=20

Partners should make every effort to ensure that CAI programs are =
cost-efficient without compromising program quality and standards.  In =
this process, CAI and its partners take measures to analyze all =
available options to ensure cost-effectiveness. =20

=20

Funding Limitation and Number of Grants: Funding is limited to cover the =
core educational activities and in 2022, will not be available for =
school construction or renovation. CAI intends to award at least two =
grants in the range of $350,000 each. To support its local =
partners=E2=80=99 operational costs and promote sustainability, CAI =
allows its grantees to budget an overhead (or indirect cost) of up to 5% =
of direct costs.=20

Program period: CAI=E2=80=99s fiscal year runs from October 1 to =
September 30. Funds awarded for the fiscal year must be spent during the =
same period. CAI will, however, consider proposals for programs lasting =
two years. Again, the funding will be approved on an annual basis and =
the budget should be prepared accordingly.=20

Eligibility: All registered Afghan local or national NGOs and civil =
society organizations with good standing working in education sector are =
eligible for this EoI. Applicants should be members of ACBAR and UN =
Cluster.

Documents to be submitted as a part of this EoI are:=20

1. Cover letter (not more than 2 (two) pages

2. Organizational capacity statement that highlights organizational =
profile and expertise reflecting educational programs (not exceeding =
three pages)=20

3. Most recent audit report

4. Proof of registration

5. Resume of two key technical staff

6. Three donor references (name of the donor representative, position =
title, email and phone number)=20

These documents will go through a careful evaluation process to identify =
applicants=E2=80=99 proven motivation and relevant competence and =
experience. A small group of applicants will be shortlisted based on =
merits for the next step in the process. CAI will then send shortlisted =
applicants the Request for Proposal (RFP) with instructions for =
submitting a full proposal. Through this process, at least two =
organizations will be selected for a grant award by mid-February 2022. =20

Deadline for submission of Expression of Interest: CAI invites =
interested organizations to submit their letters of interest by 5:00pm =
EST on January 12, 2022. Applications should be submitted via email to: =

Additional requirements:

*	Applications must be in English.=20
*	Applications should include the name and contact information of the =
organization=E2=80=99s representative to communicate with CAI.=20
*	Incomplete applications or applications received after the due date =
will not be considered for review.=20
*	The selection process will be carried out within two weeks after the =
closing date of this call. All applicants will be informed of the =
results of the selection at the end of the procedure. =20

Conditions: The following additional conditions apply to this call for =
Expressions of Interest:

1.	Any costs incurred to prepare the EoI is the responsibility of the =
applicant organization.=20
2.	CAI reserves the right to cancel this EoI, select none of the =
organizations to pursue further or select any number of applicants than =
stated above.=20
3.	CAI is not obligated to award a grant under this EoI process. =20

is legally chartered with the Ministry of Economy of the Islamic =

education and livelihood skills, especially for girls and women, in =
remote areas of Afghanistan, Pakistan, and Tajikistan. CAI=E2=80=99s =
Theory of Change is Educate a Girl, Change the World. =
We envision a world in which women and girls have the education and =
skills to unlock their full potential and contribute to a better, =
brighter future for themselves and their families, communities, and =
countries. CAI=E2=80=99s approach is to work through local NGOs =
(=E2=80=9Clocal partners=E2=80=9D) to implement its programs and help =
build their capacity to deliver impactful and sustainable programming. =

Afghan NGOs who work in the education sector to request your =
participation in this Expression of Interest (EoI), which will =
potentially lead to an invitation to submit a full proposal, and if your =
application is accepted, a grant award. Please refer below for more =
details on EoI: <o:p></o:p>Program =
Summary: =
CAI has been working in Afghanistan since 2010 to help overcome =
education challenges and make underprivileged children=E2=80=99s dream =
of education come true. The primary goal of CAI=E2=80=99s programs =
in Afghanistan is to increase access to quality education in remote =
areas for those most in need and at risk of being left behind. =
While CAI program beneficiaries include both males and females, our =
programs are targeted to reach women and girls. CAI supports a range of =
program activities directed at overcoming barriers Afghan children face =
in accessing quality education and Afghan women encounter in pursuing a =
livelihood. This includes but is not limited to: supporting early =
childhood development classes; community-based education and non-formal =
education; adult literacy classes; mobile schools; scholarships for =
students and teachers; teacher training; improvement of hygiene and =
sanitation conditions to support adolescent girls; building schools =
and/or renovation of school infrastructure; and women=E2=80=99s =
vocational training and support.<o:p></o:p>Geographic =
Focus<a =
name=3D"m_7366710874083418368_m_2624691739301378">: Afghans living in rural areas are often insecure =
and less likely to have access to basic services. Historically, CAI has focused its work in =
remote and mountainous areas which =
are underserved and where children, especially girls, lack access =
to education. &nbsp;In the =
past, we have supported programs in several provinces including =
Badakhshan, Nangahar, Kabul, and Kunar. While it is our preference to =
build on our programs in these provinces, our goal is to reach =
underserved, remote and mountainous communities where few other =
international organizations are present. To this end, we will consider =
proposed programs in that reach these communities in other =
provinces. CAI encourages its =
partners to conduct an assessment to identify unmet needs and design =
their programs accordingly. CAI strives to maximize the impact of its =
programs and requires its local implementing partners to monitor =
program results such as learning =
outcomes and school retention rates =
over time. Program activities are more likely to demonstrate results =
when they are fewer and deeper rather than too many and thinly spread =
out. </a><o:p></o:p>Target =
beneficiaries: CAI programs =
target children, women, and the community as a whole. Women and =
girls continue to face greater barriers to =
education and work and hence should =
constitute at least the majority of CAI program beneficiaries for any =
activity. <o:p></o:p>Implementation =
approach: CAI promotes a =
community-based approach, wherein the target community is =
actively involved in project planning and implementation based on =
its priorities; and helps to sustain =
the project. Depending on the situation, community contributions toward =
the project are highly encouraged to foster community ownership and =
sustainability.&nbsp;&nbsp; <o:p></o:p>CAI highly encourages creativity and innovation in programs and promotes =
the use of technologies to deliver program activities more efficiently =
and effectively. For example =E2=80=93 pre-recorded sessions for =
children or radio education when schools are closed due to Covid-19. We =
also encourage project ideas that =
have the potential for scaling-up. Projects should also be technically =
sound and be culturally appropriate. To maximize the program impact, CAI =
encourages collaboration and coordination with relevant programs and =
organizations.<o:p></o:p></=
span>&nbsp;<o:p></o:p></=
span>Partners should =
make every effort to ensure that CAI programs are cost-efficient without =
compromising program quality and standards.&nbsp; In this process, CAI =
and its partners take measures to analyze all available options to =
ensure cost-effectiveness.&nbsp; <o:p></o:p></=
span>&nbsp;<o:p></o:p></=
span>Funding Limitation and =
Number of Grants: Funding is limited to cover =
the core educational activities and in 2022, will not be available for =
school construction or renovation. CAI intends to award at least =
two grants in the range of $350,000 each. To support its local =
partners=E2=80=99 operational costs and promote sustainability, CAI =
allows its grantees to budget an overhead (or indirect cost) of up to 5% =
of direct costs. <o:p></o:p>Program period: =
CAI=E2=80=99s fiscal year =
runs from October 1 to September 30. Funds awarded for the fiscal =
year must be spent during the same period. CAI will, however, consider =
proposals for programs lasting two years. Again, the funding =
will be approved on an annual basis and the budget should be prepared =
accordingly. <o:p></o:p>Eligibility: All registered Afghan =
local or national NGOs and civil society organizations with good =
standing working in education sector are eligible for this EoI. =
Applicants should be members of ACBAR and UN Cluster.<o:p></o:p>Documents to be submitted as =
a part of this EoI are: <o:p></o:p>1. Cover letter (not more =
than 2 (two) pages<o:p></o:p>2. Organizational capacity =
statement that highlights organizational profile and expertise =
reflecting educational programs (not exceeding three pages) <o:p></o:p>3. Most recent audit =
report<o:p></o:p>4. Proof of =
registration<o:p></o:p>5. Resume of two key =
technical staff<o:p></o:p>6. Three donor references =
(name of the donor representative, position title, email and phone =

through a careful evaluation process to identify applicants=E2=80=99 =
proven motivation and relevant competence and experience. A small group =
of applicants will be shortlisted based on merits for the next step in =
the process. CAI will then send shortlisted applicants the Request for =
Proposal (RFP) with instructions for submitting a full proposal. Through =
this process, at least two organizations will be selected for a grant =
