<p>As of 03 January, IEA officials closed down access to multiple key main =
roads in Daykundi Province due to deteriorating weather and road conditions=
.</p>
<p>The Nili-Bamyan Highway has been interrupted in two locations, namely in=
 the <a href=3D"https://goo.gl/maps/5aZcZoZUa73kzuRk9">Kotal-e Qownaq</a> a=
rea of Miramor District, and in the <a href=3D"https://goo.gl/maps/DCPwfKEt=
k9VH2m749">Kotal-e Chabalk</a> area of Shahristan District. The Daykundi-Gh=
azni road has been closed down in the <a href=3D"https://goo.gl/maps/WCMTcR=
cLME5vZqz88">Chahar Sad Khana</a> area of Miramor District. In Kiti Distric=
t, access along the central road connecting Kiti, Khadir, and Kajran distri=
cts has been cut in the <a href=3D"https://goo.gl/maps/JHQ63W1x4e9uTuwE6">W=

<p style=3D"text-align: justify;">The closing down of roads will further im=
pair access for relief goods entering Daykundi Province, while humanitarian=
 needs are expected to rise further due to dropping temperatures and contin=
ued displacements of communities in rural areas of multiple districts. The =
road closures compound previous access restrictions imposed by local offici=
als on areas affected by displacements, which has limited the amount of sup=
port available for displaced communities.<br /><br />While the closing of m=
ain roads in Daykundi Province was already a recurring seasonal factor prio=
r to 15 August, authorities&rsquo; ability to provide regular road clearanc=
e services is likely to be even lower than under the GOA due to limited res=
ources. Following the onset of winter, patrols and mobile checkpoints have =
already reduced in frequency and geographical reach, suggesting a general f=
ocus of attention on population centres.<br /><br />Furthermore, without th=
e added capabilities provided by IMF personnel and a reduced operational fo=
otprint of relevant contractors, the response time to potential accidents a=
long affected roads in the countryside will be significantly longer. In cas=
e of a road accident involving NGO personnel in a remote area, increased re=
sponse times will likely worsen its impact by increasing the likelihood of =
casualties.<br /><br />Until spring, road conditions in the province are un=
likely to significantly improve, despite sporadic IEA road clearance operat=
ions. Authorities may decide to close off sections of main roads at short n=
otice, while formally open roads may be impassable in practice, particularl=
y in remote areas.</p>

of existing movement plans through Daykundi Province based on the latest ro=
ute closures. Non-essential ground movements along affected main roads shou=
ld be reconsidered.<br /><br />NGOs are further advised to seek to confirm =
the status of both main and secondary roads they intend to use for road mov=
ements through local intermediaries as close to departure as possible.<br /=
><br />Adequate maintenance should be ensured for all NGO vehicles used in =
planned movements and the presence of necessary emergency items (e.g. first=
 aid kit, drinking water reserve, spare warm clothing) should be confirmed =
prior to departure.<br /><br />While travelling along roads affected by sno=
wfall, NGO vehicles should travel with reduced speed and full lights in ord=
er to maximise visibility. Conducting road movements outside settlements be=
tween dusk and dawn is strongly discouraged.</p>
