39 incidents involving financially motivated criminal activity in Kunduz Ci=
ty. The logged incidents represent burglaries (30), robberies (seven), and =
two vehicle thefts.</div>

<div style=3D"text-align: justify;">In PD 4 of Kunduz City, 19 incidents ta=
rgeted private residences. All cases involved the theft of cash and small v=
aluables. Another three burglaries took place in a private office, an educa=
tional facility, and a commercial facility.&nbsp;</div>								</div>

duz City showed a short-lived increase since the IEA takeover in August, fr=
om five in September, to nine and 10 in October and November. December reco=
rded only six such incidents to date.<br /><br /></div>
<div style=3D"text-align: justify;">Since 15 August, the highest levels of =
financially motivated criminal activity were recorded in PD 4 of Kunduz Cit=
y. PD 4 logged 23 theft incidents including burglaries (22) and one vehicle=
 theft. The second highest number of theft incidents was reported in PD 1, =
with three robberies and five burglaries. The lowest levels of financially =
motivated criminal activity were recorded in PD 2, where only three inciden=
ts were logged.<br /><br /></div>
<div style=3D"text-align: justify;">The high levels of financially motivate=
d criminal activity recorded in PD 4 are owed to the perceived wealth of th=
e residents, the low IEA security footprint, and the relatively high number=
 of uninhabited houses, whose owners left the country immediately following=
 the IEA takeover.<br /><br /></div>
<div style=3D"text-align: justify;">The targets selected and the items stol=
en indicate that the burglaries are committed by small groups or individual=
s who seem familiar with the area. The perpetrators have targeted homes bel=
onging to wealthy or high-profile residents with no known affiliation with =
the IEA or empty residences of similar civilians. Items stolen are typicall=
y high value but low volume: cash, jewellery, phones, and small electronics=
.<br /><br />The response from IEA security forces has been limited in PD 4=
 of Kunduz City. They have made one arrest in connection with the burglarie=
s in Kunduz City in December. Security forces did not carry out additional =
search operations related to the trend, and the number of security patrols =
did not increase in PD 4.<br /><br /></div>
<div style=3D"text-align: justify;">The number of burglaries in PD 4 is lik=
ely to increase in the following months. The lack of IEA&rsquo;s law enforc=
ement focus in the area and the relatively high number of empty and insuffi=
ciently secured residences combined with the further worsening economic sit=
uation all create a permissive environment for an increase in the overall l=
evels of financially motivated criminal activity.</div>								</div>

ing physical security structures, namely, anti-intrusion measures in place =
at their compounds, ensure proper lighting, and video surveillance systems =
are functional and cover the interior and exterior perimeters, while guards=
 remain alert during the night shifts.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are also advised to conduct refres=
her training with all staff covering what to do in the event of a burglary,=
 with a particular focus on training for guards. If armed criminals enter a=
n occupied compound, NGO staff are advised not to resist and to comply with=
