A team  of (Kamawi and Dr. Tokhe) has been assigned to kick off the MHNT =
program in Faryab, as per the plan, the team travelled to Faryab on 18th =
Dec. the team has coordinated the plan with UNICEF introduced focal =
point Mr. Bahlol Ahmadi in Fayab, we had a meeting with UNICEF focal =
point where the previous MHNT coordinator Mr. Asad was also present. On =
20th Dec we were succeed to meet Faryab Public Health Director Mr. Khan =
Muhammad Himat, in the beginning we introduced the team and the purpose =
of the trip through official letter from JACK.=20

The director of public health in Faryab has refused to show the =
agreement with JACK from very start, He said =E2=80=9CI am not aware of =
how and when the contract has been issues to JACK, neither form UNICEF =
nor MoPH has send us any email of official letter, there for I =
can=E2=80=99t handover any white area to JACK=E2=80=9D but he also =
added, UNICEF has to convince Faryab public health director why this =
contract is cancel with them and issued to JACK because DoPH MHNT teams =
performance was satisfactory, otherwise we don=E2=80=99t need any =
support from UNICEF with such conditions. We can=E2=80=99t promised any =
support until and unless we don=E2=80=99t receive any official letter =
form MoPH.

On 26th Dec, the official letter has been shared with director through =
JACK focal point in Faryab, again he trying to make obstacles and show =
resistance, he said =E2=80=9Cplease find white area and then come to us =
we will discuss then=E2=80=9D where all know finding and selecting white =
area is UNICEF=E2=80=99s responsibilities, but latter on the director =
told we don=E2=80=99t have any white area for JACK and etc...

Conclusion, the UNICEF focal point in Faryab is totally inactive and =
irresponsible, he was not able to bring coordination and synergy between =
JACK and Faryab DoPH, during the meeting he even didn=E2=80=99t said a =
word to show UNICEF stand, moreover, Mr. Bahlol is trying to convince =
JACK for accepting the program as it was, he told JACK if both teams and =
provincial management is working as previously in DoPH under the direct =
control of DoPH with no role of JACK which is very disappointing when a =
person who is the focal point but don=E2=80=99t know the mandate and =
goal of an organization.
