<p>On 23 December IEA members from the Ministry for the Promotion of Virtue=
 and Prevention of Vice began the implementation of new guidelines issued b=
y the ministry for motorists in Kabul Province.<br /><br />The decree inclu=
des six separate items, calling on drivers to refrain from listening to mus=
ic; only transport female passengers who are wearing a hijab; only transpor=
t female passengers who are accompanied by a mahram (male relative minder) =
for longer trips exceeding 72 km; not transport or use drugs in the vehicle=
; ensure that drivers take breaks for prayers; encourage the growing of fac=
ial hair for men.<br /><br />At the time of writing, ministry personnel wer=
e reportedly briefing motorists on the new regulations at the four main ent=
rance checkpoints into Kabul, as well as several VCPs within Kabul City. At=
 these checkpoints, IEA members verbally inform motorists of the new guidel=
ines, while no arrests or other forms of punishment have been reported thus=
 far.<br /><br />Ministry officials have communicated similar directives to=
 imams in mosques in other provinces in Central Region, including Logar, Ka=
pisa, and Parwan. No similar verbal communication of these guidelines to mo=
torists at VCPs has been reported as of the time of writing.</p>

<p style=3D"text-align: justify;">The implementation of the decree marks th=
e first concerted effort to enforce the guidelines related to social behavi=
our in Kabul Province to date. Compared to previous initiatives, the new ve=
hicle guidelines are more concrete in their wording, giving IEA members at =
checkpoints more practical advice on how to enforce related measures.<br />=
<br />At the same time, the currently reported absence of enforcement or pu=
nishment of motorists found to violate these regulations raises questions w=
hether they are non-restrictive guidelines intended to support individuals&=
rsquo; religious piety, or mandatory rules that will be rigorously enforced=
 at VCPs. Based on communications from ministry officials, the current grac=
e period of limited enforcement is most likely intended to familiarise the =
population with the new requirements, and checkpoint personnel will eventua=
lly begin to actively sanction violators.<br /><br />However, as with all c=
heckpoint-related interactions, implementation of these regulations is stil=
l expected to vary considerably between different VCPs and times. For examp=
le, individual IEA members may choose to interpret the measure requiring wo=
men to be accompanied by mahrams for &ldquo;long journeys&rdquo; on a case-=
by-case basis, rather than adhering to the indicated 72 km limit. The use o=
f the term "drugs" in the new guidlines is similarly vague, and may in prac=
tice also include other substances opposed by individual IEA checkpoint mem=
bers, such as cigarettes.<br /><br />Variations in behaviour at checkpoints=
 can depend on which individual IEA members are manning the checkpoint or t=
he general volume of traffic passing through the checkpoint at the time of =
the control, with controls likely to be less strict during peak traffic hou=
rs. The strictness of controls is also likely to differ between the six reg=
ulations, with some of the guidelines&mdash;such as the ban on transporting=
 or using narcotics while driving&mdash;expected to be implemented more int=
ensely than others, such as the ban on playing music in the vehicle.<br /><=
br />While the initial focus of the directive appears to be on Kabul Provin=
ce, an expansion of similar guidelines into other parts of the Central Regi=
on is expected in the coming months. However, the implementation of related=
 guidelines is again likely to significantly differ from province to provin=
ce, further increasing uncertainty for travellers.</p>

 in particular drivers, of the new Vice &amp; Virtue guidelines and the nat=
ure of possibly intensified related controls at VCPs within Kabul and other=
 provinces of Central Region.<br /><br />All travellers should seek to comp=
ly with the outlined guidelines in order to avoid possible confrontations w=
ith IEA personnel. Travel times may temporarily increase as a result of the=
 new guidelines, which should be considered when planning journeys.<br /><b=
r />Due to anticipated differences in implementation of at IEA, the sharing=
 of experiences of NGO travel through checkpoints with regards to regulatio=
ns of social behaviour among partners is strongly encouraged, as a measure =
to reduce the level of uncertainty for future travels.</p>
