astern Region in mid-August, the IEA forces captured a large number of mili=
tary vehicles currently in use, predominantly pick-up trucks and Humvees be=
longing to the former ANP and ANA.<br />
<p>On 18 December a military vehicle driven by IEA members hit and killed a=
 civilian in PD 1 of Pul-e Khumri City, in Baghlan Province. Mustafa Hashem=
i, the IEA Director of the Department for Information and Culture in Baghla=
n Province, confirmed the incident and added that it was the result of the =
negligence of IEA-affiliated members.</p>
<p>On 11 December a military pick-up truck-type vehicle driven by IEA membe=
rs hit and killed a civilian in Sar-e Dawra area in PD 4 of Kunduz City.<br=
 /><br />Local reports suggest that other accidents caused by careless driv=
ing of military vehicles were observed throughout Kunduz and Baghlan Provin=
ces in recent weeks, although detailed accounts of such incidents were not =
available at the time of writing.</p>

forces likely lack the specific training certified military drivers go thro=
ugh. Most IEA members have field experience in driving such vehicles in rur=
al and off-road setups. Large and busy urban centres present them with new,=
 less familiar driving environments as most of their previous activity was =
concentrated in rural or mountainous areas. Road movements through congeste=
d traffic and pedestrians requires a skill set diferent from that of a conf=
lict area.<br /><br />Few qualified drivers, including former ANP and ANA m=
embers, have been integrated into the IEA security forces. Careless or unpr=
ofessional driving practices are likely to continue to pose a threat to oth=
er participants in traffic, civilians and NGO staff members alike. A longer=
-term solution may lie in IEA authorities providing appropriate training to=
 its drivers, after integrating the vehicles captured from the former ANSF =

ra vigilance if moving towards or behind such vehicles in traffic. NGO driv=
ers are further advised to maintain distance from IEA vehicles and give the=
