rmed robbery in Jawzjan Province in the first two weeks of December.<br /><=
br /></div>
<div style=3D"text-align: justify;">Nine robberies took place in Shibirghan=
, six in Fayzabad District, one in Qush Tepa District, and one in Aqcha Dis=
trict.<br /><br /></div>
<div style=3D"text-align: justify;">Two of the robberies occurred when crim=
inals stopped vehicles on the Mazar-e Sharif &ndash; Shibirghan Highway and=
 robbed the occupants and one vehicle. The remaining 15 were robberies of p=
rivate homes. Most involved the theft of cash, valuables, food supplies, an=
d household appliances. In three cases, the perpetrators also stole livesto=
ck.<br /><br /></div>

								<div style=3D"text-align: justify;">Armed robberies in Jawzjan have=
 been steadily increasing since the IEA takeover in August, with four in Se=
ptember, five in October, and seven in November. Two factors are driving th=
is trend: a failure to disarm informal militias in Jawzjan, and low policin=
g capacity for IEA authorities across the province.<br /><br /></div>
<div style=3D"text-align: justify;">The targets selected and the items stol=
en indicate that these are opportunistic robberies by small groups of armed=
 men, rather than a planned campaign by professional criminals connected to=
 OCG networks. The perpetrators have not selected homes belonging to wealth=
y or high-profile residents who are likely to own weapons and defend themse=
lves from attempted robberies. Items stolen are typically low-value: TVs, c=
arpets, small amounts of cash, phones, and sacks of rice or flour. In three=
 cases the perpetrators also stole a goat, a cow, and a small flock of chic=
kens.<br /><br /></div>
<div style=3D"text-align: justify;">Reports suggest that the perpetrators a=
re local men armed by former vice president Abdul Rashid Dostum as defence =
militias in the summer of 2021. IEA authorities disarmed the majority of fo=
rmal PGMs integrated with the former ANSF, as most abandoned their weapons =
when they surrendered their checkpoints and bases. However, they have not d=
isarmed members of the informal militias who received weapons from Dostum i=
n 2021. This has left a high number of armed men in Shibirghan, most of who=
m are civilians who received weapons piecemeal. They were not trained and t=
he former GOA kept no records of their identities or the number of weapons =
issued.<br /><br /></div>
<div style=3D"text-align: justify;">The response from IEA authorities has b=
een limited. They have made no arrests in connection with the robberies and=
 conducted no operations to identify or deter perpetrators. This is likely =
due to a lack of manpower and resources: IEA authorities maintain a small p=
resence of about 250 IEA members in Shibirghan and a lower presence outside=
 the city. In early December IEA authorities shifted the responsibility for=
 policing in Shibirghan from the GDI and assigned policing duties to IEA me=
mbers based in the former ANP HQs, allegedly in response to criticism over =
the GDI&rsquo;s perceived lack of action. Outside the city, small groups of=
 IEA members are present in the DACs of other districts. They conduct regul=
ar patrols of the areas surrounding the DACs but they do not have the resou=
rces to patrol other parts of the districts.<br /><br /></div>
<div style=3D"text-align: justify;">In the short to medium term INSO antici=
pates the number of robberies in all areas of Jawzjan will continue to grow=
. Without a significant investment in additional manpower and resources IEA=
 members will struggle to identify perpetrators and deter criminals. Levels=
 of support for the IEA in Jawzjan have traditionally been low: many reside=
nts remain wary of the IEA authorities and this may prevent community membe=
rs from reporting crimes or sharing information on perpetrators. Due to ins=
ufficient manpower and lack of community support any IEA campaign attemptin=
g to disarm all former PGM and informal militia members will be extremely c=
hallenging.&nbsp; <br /><br />The risk of robbery on the Mazar-e Sharif-Shi=
birghan Highway is expected to increase, as the IEA presence on the highway=
 is likely to decrease further with the onset of winter. This risk is most =
acute in Fayzabad District: both the recorded vehicle robberies took place =
in Fayzabad and the IEA presence there is low, indicating that armed crimin=
als enjoy a high degree of freedom of movement along the highway in this ar=
ea.</div>								</div>

rity measures at compounds, particularly deterrent measures such as lightin=
g, guard patrols, and CCTV cameras. NGO security managers should pay partic=
ular attention to security at unoccupied compounds, which are more likely t=
o be targeted due to the lower risk of encountering resistance. &nbsp;<br /=
><br /></div>
<div style=3D"text-align: justify;">NGOs are also advised to conduct refres=
her training with all staff covering what to do in the event of an armed ro=
bbery, with a particular focus on training for guards. If armed criminals e=
nter an occupied compound, NGO staff are advised not to resist and to compl=
y with all requests.<br /><br /></div>
<div style=3D"text-align: justify;">NGO staff travelling by road on the Maz=
ar-e Sharif-Shibirghan Highway through Jawzjan should travel during dayligh=
t hours, avoid displaying signs of wealth, and use low-profile vehicles whe=
