<p style=3D"text-align: justify;">On 15 December, at approximately 1300 hrs=
, a PPIED detonated against an IEA vehicle travelling along a secondary roa=
d in the Abdullah Khel area of Dara District, Panjshir Province. The explos=
ion damaged the vehicle, while no casualties were reported as a result of t=
he attack.<br /><br />The attack occurred in a rural area within a secondar=
y valley, approximately 5.5 km southeast of the Dara DAC, where IEA forces =
frequently patrol. A total of nine conflict-related incidents have been rec=
orded in Dara District since 15 August, including three OAG-authored attack=
s and six IEA operations.</p>

<p style=3D"text-align: justify;">The attack follows a recent PPIED inciden=
t on 21 November, when an explosion impacted on a civilian sedan-type vehic=
le in the Rukha DAC area. Prior to this, on 04 September, OAGs targeted an =
IEA convoy with a roadside IED in the Dasht Raywat area of Khenj District, =
followed by an ambush with SAF against the convoy, killing four IEA members=
 and wounding six others.<br /><br />The use of roadside IEDs highlights th=
e range of tactics OAG members affiliated with the NRF may deploy in their =
attacks against IEA forces. While OAGs have primarily relied on small-scale=
 ambushes against IEA vehicles and minor outposts along secondary roads sin=
ce 15 August, they also appear to have access to explosive materials and th=
e ability to deploy them in an offensive capacity.<br /><br />As with the p=
revious countrywide conflict, the use of IEDs by OAGs poses a significant c=
ollateral risk to NGO personnel and vehicles. This is particularly the case=
 for PPIEDs, given their indiscriminate trigger mechanisms, most of which a=
re easily activated by non-military vehicles and pedestrians. <br /><br />T=
he previous PPIED explosion in the Rukha DAC area demonstrates the risk PPI=
EDs pose to civilian vehicles. The explosion occurred in an area frequently=
 patrolled by IEA forces and the device was originally emplaced to target a=
n IEA vehicle.<br /><br />Based on patterns of activity in Panjshir Provinc=
e since 15 August, OAGs are most likely to deploy PPIEDs in rural areas and=
 secondary valleys, where they conduct the majority of their attacks. While=
 during the winter months overall conflict-related activity is expected to =
drop in the province, reduced visibility along roads will further increase =
the risk of accidental exposure to PPIEDs.</p>

nt provinces with a continuous OAG presence are advised to sensitise their =
staff on the threat posed by PPIEDs, UXOs, and other indiscriminate explosi=
ve devices.<br /><br />For visits to rural areas of Panjshir Province, NGOs=
 are further advised to seek advice on the status of secondary roads from l=
ocal partners ahead of commencing any travel.<br /><br />While travelling t=
hrough rural areas that may be contaminated with PPIEDs and/or UXOs, NGO ve=
hicles should travel with reduced speed and full lights in order to maximis=
e visibility.</p>
