, an NGO national staff member traveling in a private vehicle with two othe=
r Afghan nationals was stopped at an IEA checkpoint in Cinema Square, in PD=
 2 of Kunduz City. <br /><br />The IEA members manning the checkpoint expla=
ined to the travellers that according to rules imposed by Mufti Mohammadull=
ah, the Head of the Department for the Promotion of Virtue and Prevention o=
f Vice in Kunduz Province, music and smoking were forbidden. The IEA member=
s had seen the driver smoking, while the radio was playing when the travell=
ers were pulled over. After complying with the IEA members' instructions, t=
he vehicle was allowed to continue its movement.</div>								</div>

ities in Kunduz Province have been implementing a relatively flexible and u=
nintrusive approach to vice and virtue matters. The incident recorded furth=
er proves that the local population enjoys a larger degree of tolerance for=
 potential deviations from the locally promoted IEA rules.<br /><br />The l=
ocal administration did not issue any written, official bans on behavioural=
 habits, while informal or oral bans are infrequent and ad-hoc. However, th=
is also enables individual IEA rank and file members to declare and impose =
tailored prohibitions in encounters with civilians.<br /><br />In Kunduz Pr=
ovince, the decisions concerning certain topics of the policy for promotion=
 of virtue and prevention of vice, as well as the implementation mechanisms=
, are discussed in mosques by local communities, as no standardised policie=
s or communication strategies have been established on a provincial level. =
An example of such topics is the women's freedom of movement and dress code=
, which is decided in each community within the province.<br /><br />There =
is no clear delimitation between the enforcement of the vice and virtue and=
 law enforcement activities. Officially the provincial Department for the P=
romotion of Virtue and Prevention of Vice is the only body entitled to regu=
late and enforce the relevant rules. However, neither a mandate was establi=
shed nor designated personnel was assigned for the institution. In Kunduz P=
rovince, no reports suggest IEA members resort to violence to enforce vice =
and virtue policies. However, as the IEA members have not completed their t=
ransition from armed conflict to policing civilian communities, there is a =
residual risk of potentially violent encounters with alleged culprits.<br /=
><br />As the local administration's structures continue to evolve, context=
ual changes in the policies related to civilian behaviour may be expected, =
as well as varying approaches to the enforcement of such policies on a loca=
l level.</div>								</div>

are of the latest IEA announcements on vice and virtue policy, made through=
 religious leaders, which may be communicated orally in mosques during pray=
ers. Upon learning of amendments made to existing rules on vice and virtue,=
 the national staff is advised to share their findings with their respectiv=
e security focal point for further dissemination and awareness.<br /><br />=
NGO safety managers should inform staff concerning the latest updates on th=
e vice and virtue matters and in case of uncertainty to abide by the strict=
est interpretation of the IEA-promoted policies that are known to be active=
ly enforced.<br /><br />NGO staff members should avoid travelling with othe=
r Afghan nationals if the latter disregard the vice and virtue rules in pla=
ce as such associations might result in IEA scrutiny against them.<br /><br=
 />If approached by the IEA members, NGO staff members are advised to be re=
spectful and cooperative and inform the safety manager when feasible. NGO s=
taff members are further advised to erase from their mobile phones any cont=
ent that may raise suspicion or be perceived as inappropriate and warrant a=
rrest by the security forces.</div>								</div>
