lligence (GDI) personnel at the Torkham border crossing area detained an ex=
patriate NGO staff and two national NGO staff who were conducting a site vi=
sit. GDI personnel briefly questioned the staff at a checkpoint before invi=
ting them to a nearby GDI outpost to speak with the local deputy commander =
for Torkham. The GDI in-charge told the NGO staff that the expatriate staff=
 required a permission letter from GDI. Travellers had met with Provincial =
Chief of Police prior to traveller and were given verbal permission for the=
 site visit. <br /><br />GDI personnel, however, informed travelers that GD=
I was the proper authority for such requests and reiterated that GDI requir=
ed a letter for the expatriate from the Provincial NDS commander. GDI perso=
nnel then instructed the NGO staff to turn off their phones and hand them o=
ver. One NGO staff member informed CoP of the detention, who assured NGO st=
aff he would speak with GDI personnel. It is uncertain if this happened.<br=
 /><br />After a couple of hours, GDI personnel in Torkham transported NGO =
staff to GDI HQ in PD 2 of Jalalabad City. Despite NGO requests to travel i=
n their own vehicles, GDI personnel insisted NGO staff be taken in an IEA v=
ehicle. Upon arriving at GDI provincial HQ, IEA members placed the NGO staf=
f in a holding room with two other unidentified individuals who appeared to=
 be in GDI custody for criminal related charges. During this period GDI per=
sonnel refused NGO staff requests to inform their office in Kabul of the si=
tuation. GDI authorities shortly after demanded that NGO staff provide pin =
codes for personal cell phones, suggesting GDI members intent to investigat=
e content on phones.<br /><br />After about two hours of waiting, the GDI c=
ommander spoke with the NGO staff and explained that the GDI required that =
expatriate NGO staff inform GDI of all movements in advance and that GDI re=
quire a letter. The GDI commander further explained that this is for securi=
ty reasons so GDI can respond to any potential problems expatriate and othe=
r NGO staff may face. The interaction was cordial in nature.<br /><br />The=
 GDI commander spoke with OCHA personnel from Kabul during the questioning =
of the NGO staff to verify the NGO and NGO staff. OCHA personnel verified b=
oth, after which the GDI personnel released the NGO staff members.<br /><br=
 />During the detention and questioning, GDI personnel were cordial in natu=
re and offered NGO staff members food, water, and allowed them to use the t=
oilet whenever needed. IEA members at no point made verbal threats or physi=
cally harmed the NGO staff members. IEA members constantly reassured the NG=
O staff members that they would not be harmed and that there was no need to=
 worry.</div>								</div>

								<div style=3D"text-align: justify;">The above incident is indicativ=
e of a lack of coordination between some IEA departments and authorities. A=
s of the time of writing it does not appear that there is an official IEA p=
olicy towards expatriate NGO staff travel nor a wider policy towards NGOs i=
n general. It is likely the case that different IEA authorities make verbal=
 agreements with NGOs relating to movements and access. As this recent inci=
dent shows, however, different IEA authorities may not understand or respec=
t such agreements or permissions given by other IEA authorities. This is li=
kely due to different interpretations and understanding of roles and author=
ity towards NGOs.<br /><br />In general, IEA have appeared welcoming toward=
s expatriate staff in Jalalabad City and stated they are supportive of the =
international community and want NGOs to continue their work. IEA authoriti=
es have guaranteed safety for NGOs, including expatriate staff, and in many=
 instances offered protection in the form of armed escorts for movements.&n=
bsp;<br /><br />It is assessed, however, that some younger IEA personnel in=
 more remote districts may not understand NGOs and IEA leaderships' policie=
s and permissions towards NGOs, including expatriate staff. Some IEA member=
s may not have interacted with or even seen expatriate or other NGO staff a=
nd may initially be suspicious towards travelers, which as demonstrated in =
the incident of this report could result in detention.&nbsp;<br /><br />Whi=
le this has not yet been seen, OCG members or smaller criminal groups could=
 establish informal checkpoints using IEA name to rob and extort passengers=
. Some NGOs have expressed concern over difficulty in verifying personnel a=
t checkpoints are affiliated with IEA due to lack of uniformity in uniform =
standards.<br /><br />Until further coordination and lines of authorities a=
re clarified, NGOs may face some access impediments in the future. Any acce=
ss impediments would likely be temporary in nature until NGO clarifies any =
misunderstandings with IEA authorities. Different IEA authorities, however,=
 could make different claims to being the main authority with whom NGOs nee=
d to coordinate and request permission. Note, as of the time of writing thi=
s has not appeared wide-spread.&nbsp;<br /><br />During detention incidents=
, IEA authorities will likely investigate content of NGOs cell phones, lapt=
ops, and other personal items. Content such as social media posts, phone nu=
mbers, music/movies, etcetera may raise suspicion towards NGO staff and res=
ult in further questioning and extended detention time. IEA authorities wil=
l likely investigate detainees contact or affiliation with former ANSF and =
GOA, OCGs, and OAGs.&nbsp;</div>								</div>

								<div style=3D"text-align: justify;">NGO safety managers are advised=
 to ensure that they have appropriate permissions and documentation from au=
thorities prior to travel. NGO travellers should have IEA contacts in the e=
vent of detention or questioning and know who to contact IEA detain staff. =
In the event of detention, NGO staff should remain calm and cooperative wit=
h authorities and seek to understand reasons for detention and explain what=
 permission NGO has for movement. Documentation should be kept in arms leng=
ths and easily accessible. It is advised that pasengers not make any sudden=
 movements, keep hands visible, and only reach for documentations when requ=
ested to do so.<br /><br />If IEA personnel do not accept permission letter=
s, NGO staff are advised to remain calm, cooperative, and seek to clarify m=
isunderstandings. NGO staff should explain to IEA personnl what other IEA a=
uthorities gave them permission and respectfully request to call these IEA =
authorities to clarify misunderstanding.&nbsp;<br /><br />NGO staff should =
always carry appropriate documentation to present to IEA authorities, inclu=
ding registration with Ministry of Econonomy, NGO identification cards, and=
 personnel identification cards. The latter includes physical passport for =
expatriate staff and taskera for national staff.<br /><br />Prior to any mo=
vement, NGO staff should sanitize phones and laptops of any content that ma=
y be deemed suspicous or inapporpriate by authorities. NGOs should be coope=
rative of demands to search phones and laptops and be prepared to confident=
ly answer any IEA inquiry about content on personal items. NGO staff should=
 not lie or act nervous about any NGO related content on phone or laptops a=
s this will increase IEA suspicion. Rather, NGO safety managers should prep=
are staff in advance how to appropriately respond to IEA questioning and ex=
plain work of NGO and how content found on personal items is related to NGO=
.<br /><br />NGOs should participate in coordination forums such as OCHA, A=
CBAR, and INSO, and share experiences and challenges related to access and =
engagements and interactions with authorities. In circumstances where diffe=
rent IEA authorities are making conflicting demands for coordination and pe=
rmission regarding NGO travel, staff should contact OCHA and INSO to deconf=
lict prior to travel. It is advised that NGOs suspend movements until decon=
fliction efforts have concluded.</div>								</div>
