This report is produced by OCHA Afghanistan in collaboration with humanita=
rian partners via clusters. This report covers activities carried out betw=
een 1 September and 15 November 2021. It aims to provide a frequent overvi=
ew of response activities against the needs articulated in the Flash Appea=
l. The reporting timeframe will match the Flash Appeal which details a fou=
r-month =E2=80=93 from 1 September to 31 December 2021 =E2=80=93 strategic=
 response to the current crisis. The plan draws largely on unmet needs det=
ailed in the 2021 HRP (Humanitarian Response Plan) while also incorporatin=
g new emerging needs=2C as they are currently understood.

The next ICCT Real-Time Response Overview Situation Report will be release=
d on 7 December and cover activities carried out between 1 September and 3=
0 November.

HIGHLIGHTS

* Humanitarians seek US$606 million as part of the Flash Appeal (https://w=
ww.humanitarianresponse.info/sites/www.humanitarianresponse.info/files/doc=
uments/files/afg_flash_appeal_2021.pdf) to provide prioritised multi-secto=
ral assistance to 11 million people in the four remaining months of 2021.=
 As at 21 November=2C the Flash Appeal is now 100 per cent (https://fts.un=
ocha.org/appeals/1057/summary) funded. While humanitarians remain grateful=
 for the generous contribution by the donor community=2C all commitments h=
ave not been translated to actions on the ground as partners continue to f=
ace financial system challenges amid the cash and liquidity crisis.

* Donors are urged to ensure transactions and other activities required fo=
r humanitarian operations are excluded from the scope of sanctions regimes=
 to allow humanitarian activities to continue without impediment.

* Since 1 September 2021=2C partners have reached 102=2C128 children with=
 community-based education activities=2C supported 141=2C513 people with s=
tandard NFIs assistance=2C provided 7.2 million people with food assistanc=
e=2C reached 880=2C207 people with primary and secondary healthcare (direc=
t consultations)=2C provided treatment for Acute Malnutrition to 178=2C492=
 children under five=2C supported 32=2C090 people with psychosocial suppor=
t services=2C and assisted 198=2C656 drought-affected people with water tr=
ucking.

SITUATION OVERVIEW

Forty years of war=2C recurrent natural disasters=2C chronic poverty=2C dr=
ought and the COVID-19 pandemic have devastated the people of Afghanistan.=
 The recent upheaval has only exacerbated needs and further complicated an=
 extremely challenging operational context.

Even prior to the events of 15 August=2C the humanitarian situation in Afg=
hanistan was one of the worst in the world. By the mid-year mark=2C nearly=
 half of the population =E2=80=93 some 18.4 million people =E2=80=93 were=
 already in need of humanitarian and protection assistance in 2021. Protec=
tion and safety risks to civilians=2C particularly women=2C children and p=
eople with a disability=2C were also reaching record highs.

Humanitarians urge the de facto authorities to deliver on their promises t=
o protect the rights of all Afghan citizens =E2=80=94 including women=2C c=
hildren=2C minority communities=2C former government employees. This inclu=
des ensuring freedom of movement for women to work and to enjoy their basi=
c rights =E2=80=94 and for girls to have effective access to all levels of=
 education. Additionally=2C humanitarians are concerned about reports of f=
orced evictions of minority communities. The de facto authorities are urge=
d to respect the housing=2C land and property rights of all Afghans and th=
e tenure documentation that they hold=2C including those residing on land=
 of the former government.

The country is currently facing the second drought in four years and the w=
orst of its kind in 27 years. The recently updated Integrated Food Securit=
y Phase Classification (IPC) analysis shows the food security situation ha=
s further deteriorated with worrying implications for the winter lean seas=
on ahead. An estimated 22.8 million people=2C or 55 per cent of the popula=
tion=2C are expected to be in crisis or emergency levels of food insecurit=
y (IPC 3+) between November 2021 and March 2022=2C a nearly 35 per cent in=
crease from the same season last year (16.9m). No provinces have been incl=
uded under IPC 1 and 2 during the projected period till March. Some 9 mill=
ion people projected to be in IPC 4 =E2=80=93 the highest number in the wo=
rld.

In rural areas=2C this is largely driven by the drought. In urban areas=2C=
 income loss (driven by economic shocks) has contributed to the rapid dete=
rioration in food insecurity. 10 out of 11 most densely populated urban ar=
eas are anticipated to be in IPC 4. Sharp drops in income=2C surging food=
 and other commodity prices=2C growing unemployment and severed remittance=
s are expected to contribute to the deterioration of food security. No pop=
ulation group had a net positive income in 2021. Assessments show that mor=
e households have higher than average debt this year. This is increasingly=
 concerning as food basket costs are steadily rising=2C constituting more=
 than 82 per cent of the average HH income. While markets continue to func=
tion=2C prices for key commodities remain well above pre-pandemic levels a=
nd the purchasing power of casual labourers and pastoralists remains signi=
ficantly reduced. It is anticipated that current political uncertainty=2C=
 devaluation of the Afghan currency=2C import challenges and cash availabi=
lity may lead to further inflationary impacts.

The recent leadership transitions in the country and unfolding implication=
s on basic services=2C financial systems and markets has led to a further=
 deterioration of the situation for vulnerable people. While the full impa=
ct of recent events will take more time to manifest=2C aid organisations h=
ave already witnessed a dangerous deepening of humanitarian need amongst a=
 greater number of people.

Humanitarians in Afghanistan are in a race against time to deliver life-sa=
ving aid to crisis-affected people and preposition supplies ahead of winte=
r. Humanitarian partners have reached close to 10.3 million people with as=
sistance across the country during the third quarter of the year.

This report is produced by OCHA Afghanistan in=
 collaboration with humanitarian partners via clusters. This report covers=
 activities carried out between <strong>1 September and 15 November 2021</=
strong>. It aims to provide a frequent overview of response activities aga=
inst the needs articulated in the Flash Appeal. The reporting timeframe wi=
ll match the Flash Appeal which details a four-month =E2=80=93 from 1 Sept=
ember to 31 December 2021 =E2=80=93 strategic response to the current cris=
is. The plan draws largely on unmet needs detailed in the 2021 HRP (Humani=
tarian Response Plan) while also incorporating new emerging needs=2C as th=

ners continue to face financial system challenges amid the cash and liquid=
ity crisis.</li>

webkit-text-size-adjust: 100%;">Donors are urged to ensure transactions an=
d other activities required for humanitarian operations are excluded from=
 the scope of sanctions regimes to allow humanitarian activities to contin=
ue without impediment.</li>

webkit-text-size-adjust: 100%;">Since 1 September 2021=2C partners have re=
ached 102=2C128 children with community-based education activities=2C supp=
orted 141=2C513 people with standard NFIs assistance=2C provided 7.2 milli=
on people with food assistance=2C reached 880=2C207 people with primary an=
d secondary healthcare (direct consultations)=2C provided treatment for Ac=
ute Malnutrition to 178=2C492 children under five=2C supported 32=2C090 pe=
ople with psychosocial support services=2C and assisted 198=2C656 drought-=
affected people with water trucking.</li>
</ul>

<strong><span style=3D"color:#5086b9">SITUATION OVERVIEW</span></strong><b=
r>
<br>
<strong>Forty years of war=2C recurrent natural disasters=2C chronic pover=
ty=2C drought and the COVID-19 pandemic have devastated the people of Afgh=
anistan. The recent upheaval has only exacerbated needs and further compli=
cated an extremely challenging operational context.</strong><br>
<br>
Even prior to the events of 15 August=2C the humanitarian situation in Afg=
hanistan was one of the worst in the world. By the mid-year mark=2C nearly=
 half of the population =E2=80=93 some 18.4 million people =E2=80=93 were=
 already in need of humanitarian and protection assistance in 2021. Protec=
tion and safety risks to civilians=2C particularly women=2C children and p=
eople with a disability=2C were also reaching record highs.<br>
&nbsp;<br>
Humanitarians urge the de facto authorities to deliver on their promises t=
o protect the rights of all Afghan citizens =E2=80=94 including women=2C c=
hildren=2C minority communities=2C former government employees. This inclu=
des ensuring freedom of movement for women to work and to enjoy their basi=
c rights =E2=80=94 and for girls to have effective access to all levels of=
 education. Additionally=2C humanitarians are concerned about reports of f=
orced evictions of minority communities. The de facto authorities are urge=
d to respect the housing=2C land and property rights of all Afghans and th=
e tenure documentation that they hold=2C including those residing on land=
 of the former government.<br>
&nbsp;<br>
The country is currently facing the second drought in four years and the w=
orst of its kind in 27 years. The recently updated Integrated Food Securit=
y Phase Classification (IPC) analysis shows the food security situation ha=
s further deteriorated with worrying implications for the winter lean seas=
on ahead. An estimated 22.8 million people=2C or 55 per cent of the popula=
tion=2C are expected to be in crisis or emergency levels of food insecurit=
y (IPC 3+) between November 2021 and March 2022=2C a nearly 35 per cent in=
crease from the same season last year (16.9m). No provinces have been incl=
uded under IPC 1 and 2 during the projected period till March. Some 9 mill=
ion people projected to be in IPC 4 =E2=80=93 the highest number in the wo=
rld.<br>
In rural areas=2C this is largely driven by the drought. In urban areas=2C=
 income loss (driven by economic shocks) has contributed to the rapid dete=
rioration in food insecurity. 10 out of 11 most densely populated urban ar=
eas are anticipated to be in IPC 4. Sharp drops in income=2C surging food=
 and other commodity prices=2C growing unemployment and severed remittance=
s are expected to contribute to the deterioration of food security. No pop=
ulation group had a net positive income in 2021. Assessments show that mor=
e households have higher than average debt this year. This is increasingly=
 concerning as food basket costs are steadily rising=2C constituting more=
 than 82 per cent of the average HH income. While markets continue to func=
tion=2C prices for key commodities remain well above pre-pandemic levels a=
nd the purchasing power of casual labourers and pastoralists remains signi=
ficantly reduced. It is anticipated that current political uncertainty=2C=
 devaluation of the Afghan currency=2C import challenges and cash availabi=
lity may lead to further inflationary impacts.&nbsp;<br>
<br>
The recent leadership transitions in the country and unfolding implication=
s on basic services=2C financial systems and markets has led to a further=
 deterioration of the situation for vulnerable people. While the full impa=
ct of recent events will take more time to manifest=2C aid organisations h=
ave already witnessed a dangerous deepening of humanitarian need amongst a=
 greater number of people.<br>
<br>
Humanitarians in Afghanistan are in a race against time to deliver life-sa=
ving aid to crisis-affected people and preposition supplies ahead of winte=
r. Humanitarian partners have reached close to 10.3 million people with as=
sistance across the country during the third quarter of the year.<br>
