IEA members approached the gate of an NGO, demanding to speak with a senior=
 representative. A senior representative came out to talk to the IEA member=
s. During that meeting, the IEA members demanded that the NGO forgo an ongo=
ing hiring process and instead promote a specific support staff member of t=
he NGO to the more senior position. However, the senior NGO staff member re=
jected the demand, explaining the organisation's criteria for promotion.<br=
 /><br /></div>
<div style=3D"text-align: justify;">In a subsequent discussion with senior =
NGO staff, the support staff member threatened the life of several senior s=
taff members involved and warned that he would bring IEA forces into the co=
mpound to force the decision. <br /><br /></div>
<div style=3D"text-align: justify;">After being denied the immediate promot=
ion, the support staff member reportedly continued to liaise directly with =
IEA members through his personal contacts and using branded NGO vehicles fo=
r his transport.&nbsp;<br /><br />The NGO issued a warning letter to the su=
pport staff member in response to the above, which he destroyed upon receiv=
ing it. However, later, as the support staff member feared the determinatio=
n of his contract, he approached mannagement and apologised for his behavio=
ur, promising not to repeat it. </div>								</div>

nce the NGO recruitment process were observed in the past two years, the ti=
tle incident was most likely the result of an opportunistic attempt on beha=
lf of an individual staff member rather than a reflection of a continuing o=
r new trend.<br /><br /></div>
<div style=3D"text-align: justify;">As with previous incidents affecting NG=
Os since the IEA takeover on 15 August, it remains somewhat unclear whether=
 or not the involved individuals presenting themselves as IEA members are g=
enuinely members of the group or opportunistic criminal elements posing as =
such. Like NGO compound occupations, this lack of clarity regarding the sta=
tus of individuals claiming to represent the IEA and their lines of command=
 also exacerbates the possibility of deconflicting these situations and see=
king recourse through senior IEA officials.<br /><br /></div>
<div style=3D"text-align: justify;">As demonstrated by this case, individua=
l malcontents within NGOs may also seek to exploit the current lack of stru=
cture within the security apparatus by using personal leverage and connecti=
ons with the IEA to influence NGO decision-making processes. Similar to oth=
er forms of corruption, this poses a threat to NGO operations and reputatio=
n. A hiring process perceived to be compromised by personal interests or ex=
ternal pressure could result in reduced community acceptance and extortion =
attempts.<br /><br /></div>
<div style=3D"text-align: justify;">Given deteriorating socioeconomic condi=
tions throughout the country, gainful employment through organisations with=
 a perceived stable source of funds, such as NGOs, is increasingly becoming=
 a severe concern for residents. Combined with a reported lack of available=
 funds for many individuals employed by the IEA, similar direct attempts to=
 influence NGO recruitment processes are expected to continue.</div>							=

rospective and current employees to disclose personal links to the authorit=
ies in a confidential manner in order to identify potential conflicts of in=
terest. Where feasible, an internal due diligence process that includes pot=
ential conflicts of interest or other items of concern should be included i=
n the recruitment process.<br /><br /></div>
<div style=3D"text-align: justify;">If faced with pressure from confirmed I=
EA members regarding recruitment processes, NGOs are advised to stress the =
independent and neutral nature of their work. NGO staff are advised to comp=
ly with directives issued by confirmed IEA members while maintaining their =
personal safety.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are advised to share contact infor=
mation for local IEA authorities responsible for NGO affairs with staff mem=
bers and post relevant numbers in NGO locations. NGOs are advised to establ=
ish specific lines of communication to be used in the event of such inciden=
ts.</div>

periences with trusted partners and coordination bodies in a confidential m=
