Dear Mr. Paata,

Hope you are doing well.

First let me thank you for your all support and coordination during this
Sehatmandi project.

Further, reference to your below email, we already started our procurement
processes for medicines, medical supplies and other procurements of goods
and services according to approved budget by WHO. As the project duration is
just for three months and it is also started in emergency without having
enough time to procure all the medicines and other stuff on advance basis
through National Competitive Bidding (NCB). The JACK procurement policy has
many procurement procedures. Where the NCB is very time consuming where the
procurement of medicines, Medical supplies through NCB will take more than
one month which is not an good option at all in such emergency situation and
this may cause many challenges in the implementation process of the project
which will harm the services delivery to vulnerable and desired
beneficiaries.

Therefore, as the time is very short, the supply of medicines and medical
supplies are less in the market due to current political situation which may
cause price increase in the near future and also the winter is about to
reach which will cause problems in the dispatching of the medicines and
medical supplies to Health Facilities in the remote areas of the province.

These above are the most appealing factors that may effect in the project
performance and service delivery during coming three months, therefore it is
kindly requesting that please grant us approval that we JACK could procure
the medicines, medical supplies and other goods and services related to
Sehamtnadi project of Kabul province through restricted bidding procedure as
per JACK procurement policy that we could implement the project with best of
our capacity and to deliver the services according to mutual signed contract
without any deficiency. It is worth to mention that that the Sehatmandi
project of October funded by UNDP/GF has also granted us approval to procure
the good and services through restricted bidding procedure.

Your timely response and valued support will be highly appreciated in this
regard.
