The SAR synthesises the unique data compiled by our global network of fi=
eld platforms, and contained within our flagship Quarterly Reports in each =
country, to produce a strategic overview that we hope will inform situation=
al awareness, operational planning and policy development on humanitarian s=
afety and access.
NGO incident volumes increased slightly by 4% this quarter, despite CAR =
and Afghanistan continuing to stabilise, while Syria witnessed a noteworthy=
 reduction as incident typology shifted from conflict-linked risk to crimin=
ality. Primarily due to reduced severity in Afghanistan, the serious incide=
nt rate and aggregate totals of humanitarians injured or killed decreased s=
ignificantly. Conversely, Mali experienced the most notable upsurge due to =
increased involvement of OAGs in NGO incidents where JNIM perpetrated consi=
derably more detentions of humanitarians. Consistent with prior periods, na=
tional staff accounted for all humanitarians seriously impacted.
Additional contextual themes observed during the period include:
Ongoing or plans for redeployments of US and French military presence in=
 Afghanistan, Iraq and the Sahel drove contextual shifts and uncertainty, w=
hile the presence or possible deployment of Russian PMCs were influential f=
actors in CAR and Mali. Where this trend is evident, NGOs should both updat=
e their current actor maps, while also exploring possible scenarios related=
 to shifts in the presence and activity of regional conflict actors.
Relatedly, Islamist OAGs continued to exercise considerable influence. I=
n Afghanistan, IEA took control of the state, while elsewhere in DRC, LCB a=
nd the Sahel, these groups engaged a diverse set of conflict actors, includ=
ing other OAGs, resulting in evolving operational footprints. In these cont=
exts, the continuous monitoring of and adapting to incident trends is highl=
y recommended.
In terms of typologies, increased risk associated with IED use resulted =
in impacts on humanitarian safety and access in CAR, Niger, Nigeria and Som=
alia, while in Iraq legacy IEDs shaped both NGO incident and GOV-aligned se=
curity volumes. Engagement with demining agencies will continue to be a req=
uirement where NGOs are likely to encounter the new emplacement of explosiv=
e devices or remnants of conflict.
Communal strife intersected with or threatened to exacerbate wider confl=
ict in several contexts, most prominently in Burkina Faso, CAR, Niger and S=
outh Sudan. Where communal conflict occurs, NGOs should implement strategie=
s that reflect the elevated vulnerability of national staff and the possibl=
e spillover of related conflict.&nbsp;
