Dear Dr. Sharifi,

I am writing you this follow up note to communicate with the colleagues at
the World Bank to provide us with an update on the status of the fund
transfer for both COVID-19 and SEHATMANDI projects until August 15th.
Reference to the below email, the WB has only committed to provide funding
until 15th August only for COVID-19 (please correct me if I am wrong) while
they haven't offered their commitment for SEHATMANDI project for the same
period. Please communicate with Mr. Mahdi Frough that the IPs continued
services provision for the one year extension based on the MoPH request.
The MoPH, at time, assured us that the WB had provided NOL for the
extension period and that the procurement process had only started
afterwards. Based on that fact all the NGOs provided their financial and
technical proposals to MoPH and successfully completed the negotiations
process of the contract and continued the services provision in the
provinces where they were already responsible for. Some of the IPs also
took over the responsibility of services provision in the new neighboring
provinces too as per the instruction from the MoPH.

The above background information is provided to shed light on the need for
the urgent consideration of the projects. We must request the acceleration
in the fund transfer process by the WB to IPs. We should also draw the
attention of the WB colleagues on the challenges in the modality of the
payment based on the lessons learned from out one month contract with
UNDP-GF.

Thank you for participating in the meeting last Thur=
sday. As we explained, the World Bank still does not have the authorization=
 environment to engage in Afghanistan.=C2=A0 However, we continue to monito=
r and assess the situation in line with
 the World Bank=E2=80=99s policies and procedures. We are also consulting d=
evelopment partners to find alternative ways to ensure financing and minimi=
ze any disruption of health services.=C2=A0 As also explained, we are tryin=
g to assess the exact amount payable to you by
 the former Government. Therefore, we are requesting to share your invoices=
 for Sehatmandi (though June 30th, 2021) and COVID-19 (Through A=

SPs.

ort and end of project reports for our review. These reports are necessary =

COVID-19 Project

 kindly prepare one invoice from the start date of the new workplan (3=
rd Amendment)
until August 15 (for valid contracts we understand that 8 provinces didn=
=E2=80=99t have a valid contract for COVID services beyond June 30th</=
sup>). Kindly take the total amount for COVID service delivery and divi=
de by 6 to get monthly amounts and then
 multiply by the number of months actual service delivery happened until Au=
gust 15. Please do the same for vaccination. Take the total amount, divide =
by 12 since the budget is for 12 months and multiply by the number of month=
s service delivery has happened
 until August 15th. Prepare the invoices and send along with pro=
gress report for this period as per your signed contract.
</li><li style=3D"margin-left:0in">For the Contracts not e=
xtended: please submit all your remaining invoices until the last day o=
f your workplan (I believe June 30th) with progress report for t=
hat
 period. </li><li style=3D"margin-left:0in">Unpaid 2020 in=
stallments: prepare invoice for those two installments separately as pe=
r the amount stipulated in the contract. Kindly also prepare separate progr=
ess report for
 those periods and submit them along with invoices. Once again, this is =
based on past documentations you have submitted to MOPH, so nothing is new =
here as well.</li></ul>

Please send the invoices and progress reports to Dr.=
 Sharifi from AHO and copy me by COB tomorrow, Wednesday, September 29 in o=
ne Email for both Sehatmandi and COVID. Kindly ensure that invoices and pro=
gress reports are named/labelled correctly.
One last note, for the provinces where there is a jo=
int venture, we accept invoices from the lead NGO only and invoices from on=
e SP only.
