<p style=3D"text-align: justify;">On 26 October, a physical altercation eru=
pted between two IEA groups on a secondary road of Taluqan City's PD 1. The=
 motive behind the incident remains unknown.<br /><br />The same week, on 2=
3 October, two IEA groups reportedly clashed, using SAF, in Chahardara Dist=
rict's Juma Bazar area, in Kunduz Province. No casualties were reported as =
a result of the incident. The motive behind the incident was financial, bot=
h groups claiming the right to collect taxes over the Juma Bazar area.<br /=
><br />One hour later, on the same day, an IEA member shot three other IEA =
members, killing one and wounding the other two. The incident occurred on a=
 secondary road in Emam Saheb District's Razwa area, in Kunduz Province. Th=
e motive behind the incident was a personal dispute. The perpetrator was ar=
rested by the IEA forces.</p>

<p style=3D"text-align: justify;">The altercation on 26 October is the thir=
d recorded incident in three different districts, potentially indicating IE=
A tensions since the establishment of the new administration.<br /><br />Th=
e heterogenous composition of IEA units has the potential to drive internal=
 disputes. <br />In the Northeastern Region, the new administration sought =
to increase the military and policing capacity with new recruitments in Kun=
duz and Takhar districts. The IEA pursued to include local recruits within =
its structure and, potentially, to improve its local knowledge and acceptan=
ce. In doing so, the IEA leadership added another layer to the already ethn=
ically diverse units. The leadership, cohesion, and coherence of divergent =
IEA groups are likely to be challenged in the currently unstable social and=
 economic environment. <br /><br />Given the extent of Afghanistan's econom=
ic deterioration, the effects are starting to impact the general population=
 and IEA members alike. This factor is likely to increase the number of dis=
satisfied IEA members and aggravate the existing tensions. For many, especi=
ally for the new IEA recruits, monetary gain in the current context is like=
ly to override the ideological motivation.</p>

he exposure of their staff members to security, police, and armed personnel=
 in general. Additionally, NGO staff are further advised to keep a six-seve=
n car-length distance to IEA vehicles and convoys in traffic, when possible=
, and limit time spent in IEA checkpoints.&nbsp;<br /><br />NGOs are advise=
d to maintain previously established security protocols, despite the end of=
 countrywide hostilities in mid-August. These protocols should include limi=
ting exposure of staff members to security and government personnel, avoidi=
ng proximity to potential targets, and conducting security drills on a regu=
lar basis.<br /><br />NGOs are advised to maintain close contact with local=
 sources and interlocutors in all areas where programming occurs.</div>
<div style=3D"text-align: justify;">NGOs are reminded that in the event tha=
t their staff members are faced with an IDF attack, the following actions a=
re recommended:</div>

<div>Remain indoors, if in the office or guesthouse;</div>

<div>Move to the safe room, if available;</div>
</li>
<li style=3D"text-align: justify;">
<div>If there is no safe room, or it cannot be reached safely, take shelter=
 away from windows and if available under a solid structure;</div>
</li>

<div>Inform INSO directly or through the NGO security focal point, to seek =
information about the origin of the IDF or when it is likely to cease;</div=
